Background
The Naval Facilities Engineering Systems Command (NAVFAC) Atlantic is issuing a Request for Proposal (RFP) for a Professional Services Indefinite Delivery/Indefinite Quantity Contract. This contract aims to support the Navy’s Public Works Directorate in managing electric, civil, and mechanical utility systems across its worldwide Area of Responsibility (AOR). The goal is to provide professional knowledge, skills, and experience in various utility sectors to enhance the operational efficiency of naval facilities.

Work Details
The primary tasks under this contract include:

1. Utility management;
2. Utility operation and maintenance;
3. Electric power production and distribution;
4. Steam production and distribution, including combined heat and power (CHP);
5. Natural gas distribution;
6. Water, wastewater, and industrial wastewater treatment;
7. Water distribution (potable and non-potable systems);
8. Wastewater and storm water collection;
9. Environmental permitting and asset management;
10. Utility privatization and outsourcing;
11. Cybersecurity and control systems;
12. Advanced metering;
13. Energy management;
14. Energy security;
15. Energy and water conservation;
16. Project financing;
17. Utility regulation;
18. Utility rate making and analysis;
19. Commodity and service pricing and procurement;
20. Supply and demand practices;
21. Market design;
22. Fuel sourcing.

Period of Performance
The contract will have a base period of twelve (12) months with four (4) option periods of twelve (12) months each, totaling a maximum of sixty (60) months.

Place of Performance
The work will be performed predominantly within NAVFAC’s Area of Operations, which includes both CONUS (Continental United States) and OCONUS (Outside Continental United States) locations.
