PROFESSIONAL SERVICES FOR MISSION ASSURANCE ASSESSMENTS OF INSTALLATION/FACILITIES INFRASTRUCTURE AND FACILITY-RELATED CONTROL SYSTEMS (FRCS) FOR THE DEPARTMENT OF THE NAVY (DON)   4

THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This special notice is being issued in order to provide all interested parties with information on the planned acquisition strategy as determined through market research. This procurement will be solicited on an unrestricted basis. A sources sought notice was posted to NECO/FedBizOps 25 June 2017 (N62470-17-R-4014) to determine availability and capability of qualified firms to perform the requirement. Market research revealed that there is not a reasonable expectation that offers from two (2) or more small businesses with acceptable technical proposals, at a reasonable price would be received if any type of set-aside was pursued. NAVFAC Atlantics Office of Small Business Programs concurs with the determination to solicit as an unrestricted procurement. The solicitation will include NAVFAC TMs standard small business evaluation factor which will require all entities to provide historical achievements in utilizing small business concerns as subcontractors and demonstrate their proposed small business participation and commitment strategies. In addition, large business entities will be required to provide a small business subcontracting plan which will include NAVFAC TMs standard subcontracting targets. All responsible firms may submit a proposal which shall be considered by the agency. All prospective contractors are required to be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/. Offerors can view and/or download the solicitation at https://www.neco.navy.mil/ when it becomes available. Notices, amendments and responses to RFIs will also be posted to https://www.neco.navy.mil/. All prospective offerors are encouraged to register at https://www.neco.navy.mil/. Additional information about the requirement will be provided in the pre-solicitation notice. It is anticipated that the RFP will be released in the second quarter of FY 2018.
