Professional Services BPA + First Order

Background
The Bureau of the Fiscal Service, on behalf of the United States African Development Foundation (USADF), is seeking quotes for Professional Services as described in the Performance Work Statement (PWS) under a Blanket Purchase Agreement (BPA), as well as the first order under this BPA for an Off-Grid Energy Officer. USADF is an independent Federal agency established to support African-designed and African-driven solutions that address grassroots economic and social problems. USADF provides grants directly to under-served and marginalized community groups and enterprises. The grants help organizations create tangible benefits such as increasing or sustaining the number of jobs in a community, improving income levels, and addressing social development needs.

Work Details
The contract includes various professional staffing functions such as Associate Attorney, Senior Training Specialist, Off-Grid Energy Officer, Program Specialist, External Affairs Specialist, and Senior Financial Analyst Officer. Each position has specific duties and qualifications criteria outlined in the Performance Work Statement (PWS). The period of performance is anticipated to be one (1) 12-month base and two (2) 12-month option periods.
The Contractor personnel performing services under this contract shall perform all legal services from the Contractor’s office in Washington, D.C.

Period of Performance
The Period of Performance is anticipated to be 02/01/2024 – 01/31/2027, inclusive of one (1) 12-month base and two (2) 12-month option periods.

Place of Performance
The Contractor personnel performing services under this contract shall perform all legal services under this contract from the Contractor’s office in Washington, D.C.
