Background
The Norfolk Naval Shipyard (NNSY) Production Resources Department (Code 900R) is seeking contractor support for non-nuclear touch labor services to supplement its organic workforce.

This solicitation aims to establish a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) Contract, addressing the need for various trades including Marine Electrician, Marine Insulator/Lagger, Marine Pipefitter, and others with specific certification requirements as outlined in the Performance Work Statement (PWS).

The goal is to ensure NNSY can meet current and future workload demands effectively.

Work Details
The contractor will provide touch labor support services across multiple trades. Specific tasks include:
- Providing skilled labor in trades such as Marine Electrician, Marine Insulator/Lagger, Marine Pipefitter, Outside Marine Machinist, Painter, Rigger/Weight Handler, Shipfitter, Shipwright, Temporary Services Electrician and Pipefitter, Welder, Forklift Operator/Material Handler, Forklift and Aerial Lift Operator, Marine Sheet Metal Mechanic, Woodcrafter/Plastic Fabricator, and Fire Watch/Tank Watch.
- Supervisory oversight will be provided by Supervisors, Project Managers, and Program Managers.
- Deliverables include a Training Plan for each labor category that outlines qualifications and requalification cycles; a Skills Tracker updated weekly until all required contractor employees are onboard; certification of employee qualifications; security clearance validation; attendance reports detailing daily counts of onboarded employees; status reports with metrics for contract execution; and resumes of key personnel including Program Manager and Project Manager.

Place of Performance
The contract work will be performed at the Norfolk Naval Shipyard.
