Production of ALE-70 and Associated Variants of Radio Frequency Countermeasures (RFCM)   2

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a contract to BAE Systems Electronic Systems, Nashua, NH, for the production, and associated support, of the ALE-70 and associated variants of Radio Frequency Countermeasures (RFCM). This contract is planned to contain a base year with up to four option years, and is intended to satisfy Government requirements for Fiscal Year (FY) 24 through FY28. Pricing will be established for an estimated quantity of 1,400 units per year, subject to variation. The anticipated award date is January 2024.

The proposed contract action(s) are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements. BAE Systems is the sole designer, developer, and producer of the RCFM. As such, they are the only responsible source that possesses the technical data and requisite knowledge required to meet the Government's requirement.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained.
