The World Health Organization declared a pandemic due to the worldwide outbreak of COVID-19 caused by the novel SARS-CoV-2 virus, and the President of the United States declared a national emergency associated with this pandemic. A solicitation was issued through the Commercial Solutions Opening (CSO) (FA811921SC001) to meet Health and Human Services Assistant Secretary for Preparedness and Response (HHS/ASPR) priorities for meeting public health/pandemic needs to establish domestic production capacity of Resin required for COVID-19 Diagnostic Testing. The Government awarded contract FA8118-22-C-0007 on 5 May 2022 for the domestic industrial base expansion and establishing manufacturing capability to produce plastic resin suitable for making 200 million COVID-19 PCR tests follows:
