Product-Origin and Supply-Chain Intelligence Pilot

Background
The U.S. AbilityOne Commission is conducting market research to gather information on services that can provide independent product-origin and supply-chain intelligence.

The goal is to enhance existing Program data by identifying external manufacturers, suppliers, foreign-sourcing, and import information related to AbilityOne products. This initiative aims to produce decision-relevant information without duplicating existing processes or substituting for final Government legal or compliance determinations.

Work Details
The pilot will focus on the following tasks:
1. Discovery of material manufacturer, supplier, sourcing, or import information not present in baseline data.
2. Correlation of external evidence to specific AbilityOne products.
3. Production of evidence-supported risk indicators for determining the need for additional documentation or follow-up.
4. Provision of source provenance, analytical rationale, confidence levels, and identification of evidence gaps for each finding.
5. Delivery of findings in an exportable, machine-readable format that does not require continued access to a proprietary interface.
6. Identification of manufacturers and relevant third parties, importers, shippers, and transactions while correlating this evidence with individual products or product families.
7. Comparison of external evidence with reported country-of-origin information to identify inconsistencies.

Bidder Requirements
Bidders must meet the following requirements: Small Business Set Aside - Total (SBA). They should have capabilities in identifying manufacturer and supplier information, correlating it with specific products, and providing machine-readable outputs. Respondents should also demonstrate experience with relevant data sources and analytical methods.
