SWRMC intends to competitively solicit and award a single Cost-Plus-Fixed-Fee contract with one (1) base year and four (4) one-year option periods in support of the SWRMC Product Family Shops.

This is a total small business set-aside in accordance with NAICS Code stated above.

Place of Performance:

The place of performance for the vast majority of support under this contract shall be within the greater San Diego metropolitan area (50-mile radius) at SWRMC facilities and shipboard pier-side on Naval Base San Diego (NBSD), Naval Air Station North Island (NASNI), and Naval Base Point Loma (NBPL). Some support shall be required shipboard, underway in the southern California operating area. Some support shall require access to San Diego private contractor shipyards (including Master Ship Repair [MSR] facilities NASSCO, BAE, and CMSD). It is also anticipated that the contractor may be required to travel to OCONUS ports and locations to support ship maintenance, repair, and assessments, including Hawaii; Sasebo and Yokosuka, Japan; Singapore; and Bahrain, when authorized.

Description:

SWRMC Production Department is broken into four Product Families, with each Product Family containing multiple Product Lines/Shops. The Product Family Product Lines/Shops provide I-level (generally beyond ships' force capabilities, but not requiring major shipyard capabilities) maintenance and repairs for U.S. Navy ships and submarines in the Southwest region. The SWRMC Production Department Product Families currently consist of: Corrosion Control Product Family, Engine Product Family, Machine Product Family, and Combat Systems Product Family. Within SWRMC Production Department, there is also Production Control Division, I-Level Planning Division, and the Off-Site Facility. The majority of the work is performed in shops located on Naval Base San Diego (NBSD), onboard ships and submarines homeported and visiting the Southwest region, and infrequently at locations around the world. The Production Department shops currently perform approximately 11,000 I-level ship maintenance and repair jobs per year, with that number anticipated to increase as SWRMC Production Department increases capabilities and workload to meet the needs of the fleet, and keep pace with the anticipated significant ramp-up in U.S. Navy ships scheduled to be homeported in the Southwest region.

Each SWRMC Product Family is further divided into multiple Product Lines/Shops, in which specific types of repairs and services are provided for U.S. Navy fleet assets in the Southwest region. These Product Lines/Shops include: Corrosion Control Product Family Product Lines/Shops - Corrosion Control, Rapid Securing Device (RSD)/Recovery Assist Secure Traverse (RAST), Antenna, Life Raft, Water Tight Door, and Ready Service Locker (RSL); Engine Product Family Product Lines/Shops - Diesel, Gas Turbine, Flex Hose, Habitability, Weld, and Weight Test/Rigging; Machine Product Family Product Lines/Shops - Outside Machine, Inside Machine, Air Conditioning and Refrigeration (AC&R), Elevator/Conveyor Support Unit (ESU/CSU), Optical, Engraving, Valve/Self-Contained Breathing Apparatus (SCBA), and Locksmith; and Combat Systems Product Family Product Lines/Shops Field/Gauge Calibration (Level I), Launcher, Ordnance/Electronic Warfare, Outside Electrical, Electronics, and Calibration Lab. Additionally, Production Control Division - General Supply Specialist (GSS) Branch, Ship Superintendent Branch, and Maintenance Assist Teams (MATs); I-Level Planning Division; and Off-Site Facility Shops - Hoist, Rigid Inflatable Boat (RIB), and Antenna/Radome.
