This is the Presolicitation Notice for Marine Forces Reserve (MARFORRES) pending solicitation for Procuring Contracting Officer (PCO) Support.

Background
The Marine Forces Reserve (MARFORRES) Regional Contracting Office (RCO) provides contracting support to two different 3-star commands, Marine Forces Reserve (MARFORRES) and Marine Forces South (MARFORSOUTH), located in New Orleans, Louisiana. The mission set and scope of MFR RCO is diverse and dynamic, providing all facets of contracting support to MARFORRES units dispersed at 158 military sites throughout the United States, and 35 countries located in Central and South America and the Caribbean. In FY22, the MARFORRES RCO executed approximately $25M in contract obligations across more than 100 actions. These contracts range from training, research and technical analysis, professional services, facility support services, and equipment purchases.

Work Details
The contractor shall provide acquisition support services to the Marine Forces Reserve (MARFORRES) Regional Contracting Office (RCO) in all stages of the acquisition life cycle. This includes running reports, assisting with training customers and contracting staff, providing advisory services, assisting with reviewing customer requirements, conducting market research, developing solicitations, developing acquisition strategies, price analyses, and contract administration support.
The period of performance shall be for one Base Year of 12 months and two 12-month option years.
The place of performance is at the Regional Contracting Office located at the Marine Corps Support Facility in New Orleans, LA.
