Procurement of Quadruped Manipulator Robot

Background
The National Institute of Standards and Technology (NIST) is seeking to procure a quadruped-type robot with an integrated manipulator arm to support their Measurement Science for Robotics and Autonomous Systems program. The goal of this contract is to develop and validate mobility and manipulation test methods and metrics using the robot, which should exemplify current technology in terms of design, capabilities, and performance.

Work Details
The contractor shall deliver one (1) quadruped manipulator robot with the following specifications:
- **Structure**: Four legs ending in feet, a central chassis, and an attached robot arm with a manipulator end-effector.
- **Degrees of Freedom**: Each leg must have at least three (3) DOF; the arm must have at least six (6) DOF.
- **Size**: The combined height of the arm and robot should be at least 1800 mm.
- **Battery Power**: Continuous operation for at least ninety (90) minutes on a single battery.
- **Tethered Power**: Capability to run on tethered power with battery swapping without powering down.
- **Sensing**: At least one vision sensor, one lidar sensor, and one central IMU sensor; each joint must have position, force or torque, and current sensors.
- **Communication**: Internal communication at a rate of at least 1000hz; remote operation via handheld controller or tablet.
- **Control Rate**: Controller rate of at least 100hz for integrated mobility and manipulation commands.

The robot must perform basic mobility tasks such as walking up to 1.5 m/s, obstacle avoidance, climbing stairs, traversing rough terrains, and self-righting after falls. The arm should lift up to 5 kg and drag objects up to 25 kg while performing various dexterous tasks. Additionally, the contractor shall provide software or API for interaction with the robot's subsystems, allowing custom behavior scripting and calibration of sensors.
