The Government's goal is to obtain a dynamically scalable processor capability using an on-demand service approach that will readily adjust changes, both increases and decreases in processor requirements and is and is priced on a utility (as used) basis for the total lifecycle of the contract. This utility concept requires that the contractor provide all assets needed for the managed service. These assets will include new hardware, software, software maintenance and licensing, and all associated design capabilities, logistical services, field maintenance, and systems engineering. The capability will meet the requirements of security, availability, scalability, and modernization of the processor infrastructure.

Background
The Government aims to secure a dynamically scalable processor capability through an on-demand service approach. This contract is intended to provide a utility-based pricing model for the total lifecycle of the contract, requiring the contractor to supply all necessary assets for managed services, including hardware, software, maintenance, licensing, and associated design capabilities.

The overarching goal is to ensure security, availability, scalability, and modernization of the processor infrastructure.

Work Details
The contractor will be responsible for various tasks including:
- Ensuring processor availability meets 99.95% for standard systems and 99.999% for High Availability Systems based on specific calculations.
- Providing reporting for hardware utilization and error diagnostics with a performance standard of 90%.
- Delivering equipment within 30 calendar days of order acceptance with a performance standard of 95%.
- Deinstalling and removing equipment within 30 calendar days of return call order acceptance with a performance standard of 90%.
- Providing an equipment report 10 business days prior to delivery with a performance standard of 90%.
- Developing a training plan 10 business days prior to initial capacity deployment with a performance standard of 100%.
- Ensuring interoperability with DISA’s specified enterprise systems management architecture with a performance standard of 100%.
- Providing remote management capabilities via a dedicated DISA management network with a performance standard of 100%.
- Ensuring backup capabilities via a dedicated backup network with a performance standard of 100%.
- Complying with all security requirements with a performance standard of 100%.
- Coordinating all asset deployments with DISA prior to introduction into the environment with a performance standard of 100%.
- Validating call orders for accuracy within 8 business hours with an acceptable quality level (AQL) of 80%.
- Developing acceptance testing methodology with an AQL of 90%. Performance will be documented through various reports and inspections as outlined in the Surveillance Matrix.
