Private Collection Agency (PCA) Services Bridge

Background
The U.S. Department of the Treasury, specifically the Bureau of the Fiscal Service (Fiscal Service), Disbursing and Debt Management (DDM), is seeking to award a fee-for-service bridge contract to Transworld Systems Inc. (TSI) for Private Collection Agency (PCA) Services.

This action is necessitated by an urgent and compelling need to continue debt collection services mandated by law, as the current PCA contracts are under protest, which could lead to a lapse in critical services.

Work Details
The PCA Services required include:
- Collecting delinquent non-tax debts owed to the United States on a fee-for-service basis in a competitive environment with other PCAs, with accounts apportioned every two weeks based on performance.
- Maintaining nationwide licensing and bonding for debt collection services across all 50 states, DC, and U.S. territories.
- Providing large-scale debt collection services for multi-million-dollar referral portfolios.
- Complying with consumer protection laws including the Fair Debt Collection Practices Act and maintaining secure IT infrastructure for data processing and storage.
- Servicing large datasets with potential record counts exceeding 300K per file while ensuring secure data handling.

Place of Performance
The services will be performed nationwide across all states, the District of Columbia, and U.S. territories including Puerto Rico, Guam, the Virgin Islands, Northern Mariana Islands, and American Samoa.
