Description

The passing of the Prison Rape Elimination Act (PREA) into law in 2003, necessitated the creation of federally recognized prison and jail standards, and the implementation of these standards by all local, state, and federal law enforcement agencies. For adult prison facilities, PREA includes 45 standards regarding sexual safety for those in confinement to prevent, detect and respond to sexual abuse in detention and correctional facilities.

In 2013, when the final PREA Standards were published by the Department of Justice (DOJ) and became effective, the Federal Bureau of Prisons (FBOP) issued national policy to incorporate all PREA standards as vital performance areas for every federal institution. FBOP PREA policy is intended to educate both employees and Adults in Custody (AICs) on inappropriate sexual behavior in prison, implement practices to minimize the opportunity to engage in sexually inappropriate behavior, and develop sound after-action procedures to mitigate recurring sexually inappropriate behavior in prison.

In part, the law requires ongoing auditing by external DOJ certified auditors whose primary role is to ensure compliance with the published PREA standards. Coordination of the audit process for the FBOP is managed through the Program Review Division (PRD). The effective date of the contract is 4/1/2025, with a 6 month base period, Four (1) year option periods and a 6 month extension. This is a FFP Requirements contract. Services will be placed and funded through delivery orders. See the attachments for further information.

Background
The Federal Bureau of Prisons (FBOP) is issuing this contract to ensure compliance with the Prison Rape Elimination Act (PREA) of 2003, which mandates the establishment of standards for sexual safety in detention facilities.

The FBOP aims to educate staff and inmates about inappropriate sexual behavior, minimize opportunities for such behavior, and develop procedures to address incidents effectively. The contract will facilitate ongoing audits by DOJ-certified auditors to ensure adherence to PREA standards across all federal institutions.

Work Details
The contractor will provide auditing services for compliance with PREA standards, which include but are not limited to: conducting thorough audits at various Bureau locations, evaluating institutional practices against PREA requirements, preparing detailed reports on findings, and recommending corrective actions where necessary.

Services will be ordered through individual task orders based on the Bureau's needs. The estimated quantities for each period are as follows: 13 audits during the base period (04/01/2025 - 09/30/2025), 33 audits for each of the four option periods (10/01/2025 - 09/30/2026; 10/01/2026 - 09/30/2027; 10/01/2027 - 09/30/2028; and 04/01/2028 - 09/30/2029), and an additional 18 audits during a potential six-month extension.

Period of Performance
The contract will commence on April 1, 2025, with a base period of six months, followed by four one-year option periods and a potential six-month extension.

Place of Performance
Various Bureau locations throughout the contiguous United States, Hawaii, and Puerto Rico.
