Background
The purpose of this Request for Proposal (RFP) is to obtain Priority Services Scientific, Engineering, and Technical Assistance (PS-SETA) for the Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA), as set forth in the attached Statement of Work (SOW). This RFP is to be issued open market using Contracting By Negotiation. A hybrid Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP) and Cost Reimbursement (CR) Contract is anticipated. Proposals will be valid for at least ninety (90) calendar days from the date of receipt by the Government.

Work Details
The work to be performed includes Priority Services Scientific, Engineering, and Technical Assistance as detailed in the attached Statement of Work. The contract incorporates a hybrid type contract with Cost-Plus-Fixed-Fee (CPFF), Firm-Fixed-Price (FFP), and Cost Reimbursement (CR) Contract Line Items Numbers (CLINs). The period of performance will be for a nine-month Base Period with four one-year Option Periods. The work will primarily be performed at Contractor facilities with frequent local travel between the Contractor’s office facilities and DHS facilities in the Washington, DC metropolitan area expected.

Period of Performance
The Period of Performance will be from September 16, 2021, to June 15, 2022 for the Base Period, with Option Periods extending from June 16, 2022, to June 15, 2026.

Place of Performance
Work performed under this contract will primarily be performed at Contractor facilities with frequent local travel between the Contractor’s office facilities and DHS facilities in the Washington, DC metropolitan area expected.
