Enclosed is a Request for Quotes (RFQ) for a one year preventive maintenance service for lifts smoke and fire curtains located within within the Chancery Building, in accordance with the Government's statement of work.

The U.S. Government intends to award a purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a purchase order based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Please review the attached Statement of Work and all accompanying documentation. If you are a suitably qualified contractor, please submit your quote to the London Procurement team at Procurement_Box5@state.gov by Monday 17:00 BST on June 16, 2025. Quotations must be in English and incomplete quotations will not be accepted.

Questions will be due by May 27th, 2025, at 5:00pm. Answers to these questions will be returned by June 10th, 2025, at 5:00pm local time.

Your quotation must be submitted electronically to Procurement_Box5@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

Offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their offer/proposal as prescribed under FAR 4.1102. Failure to be registered at the time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services. Background
The U.S. Government, specifically the U.S. Embassy in London, is seeking a contractor to provide preventive maintenance services for 69 smoke and fire curtains located within the Chancery Building. The purpose of this contract is to ensure that these safety systems are maintained in safe, reliable, and efficient operating condition, in accordance with the manufacturer's specifications.

Work Details
The contractor will perform annual preventive maintenance on the smoke and fire curtains, which includes:
