Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.

Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Gerstel, Inc., located at 701 Digital Drive, Linthicum, MD 21090-2236. The purchase order will specifically procure contractor services to perform preventive maintenance on the existing, government-owned Gerstel Gas Chromatogram Mass Spectrometer Injection System, manufactured by Gerstel, Inc., identified below. The period of performance shall be effective from October 16, 2024, through October 15, 2025.

Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 811210 Electronic and Precision Equipment Repair and Maintenance with small business size standard of $34,000,000.

Description
The Indoor Air Quality and Ventilation Group within the Energy and Environment Division in the Engineering Laboratory at NIST supports the development of ASTM test methods, standards and reference materials. This work is performed using a wide variety of different Gerstel injections systems (liquid, SPME, desorption tubes) for a gas chromatograph mass spectrometer (GCMS). NIST seeks to obtain preventive maintenance (PM) services on the existing, government owned, Gerstel GCMS, manufactured by Gerstel, Inc., for one (1) PM visit by an authorized service technician.

The contractor shall provide one (1) preventative maintenance visit annually. The contractor shall perform all manufacturer-specified preventive maintenance including, at a minimum, a complete examination of the Gerstel injection systems, servicing mechanical and hardware components, applying all software updates, if applicable, and performing any replacements or repairs necessary to ensure the Gerstel injection systems meet current manufacturer's specifications. The contractor shall provide a document summarizing the preventive maintenance performed once the preventive maintenance has been completed and submit it to the NIST Contracting Officer's Representative (COR) within 2 business days.

Specifically, the contractor shall perform preventive maintenance on the following Gerstel equipment and respective Serial Number: Multipurpose Auto Sampler (PAL RSI), 669039 (PAL #); Cooled Injection System (CIS), 07857-02844; Controller C506, 07411-01701; Thermal Desorption Unit, 07813-00664; Universal Peltier Cooler (UPC plus, two units): UPC plus (1) *Connected to the CIS, 07822-09991; UPC plus (2) *Connected to the TDU1, 07822-05203; Dynamic Headspace System (DHS, four parts): DHS-Basic Unit, 08010-02108; DHS Carriage, 08014-00223; DHS-L Single, 08072-00114; DHS L Power-Supply, 08012-00212; Motion 40, 08239-00013.

Sole Source Determination
The sole source determination is based on the following:

Gerstel, Inc. is the sole provider of preventive maintenance for the Gerstel GCMS machine manufactured by Gerstel, Inc., and is the only company that has certified field service engineers to perform preventive maintenance of the Gerstel GCMS. The preventive maintenance is required to preserve critical data used in supporting the development of ASTM test methods, standards, and reference materials as well as project milestones for further research. No other preventive maintenance service provider is available that is authorized by Gerstel, Inc. to provide preventive maintenance for the Gerstel GCMS that was manufactured by Gerstel, Inc. The preventive maintenance services required by NIST are available from only one responsible source, Gerstel, Inc., and no other type of supplies or services will satisfy agency requirements. For purposes of continuity of science, Gerstel Inc., is the only source that can fully achieve this requirement and the required services must be purchased directly through Gerstel, Inc. No other sources exist that can achieve this requirement.
