Preventive Maintenance and Repair Services for Lift Equipment at Joint Base Charleston, South Carolina

Background
Joint Base Charleston, under the U.S. Air Force's 628th Civil Engineer Squadron (CES), is seeking to award a contract for Preventive Maintenance and Repair Services for lift equipment. The CES is responsible for infrastructure and facility sustainment, supporting various mission partners across Joint Base Charleston, which was formed from the consolidation of Charleston Air Force Base and the Charleston U.S. Naval Weapon Station due to the 2005 Base Realignment and Closure Commission.

The goal of this contract is to ensure safety and customer service in maintaining lift equipment in compliance with applicable laws and standards.

Work Details
The contractor will provide all management, certified technicians, equipment, tools, and materials necessary for preventive maintenance inspections (PMI), repair services, certifications, and testing of various lift equipment at Joint Base Charleston. Key tasks include:
1. Performing PMI and Annual Load Tests on all specified lift equipment as per commercial practices or manufacturer specifications to maintain safe operation.
2. Preparing a preventative maintenance schedule that includes annual load tests within specified timeframes (no later than 12 months and no earlier than 9 months from the last inspection).
3. Responding to routine service calls within one business day to address minor deficiencies and providing repair estimates for more extensive repairs within one week.
4. Responding to emergency service calls within 4 hours to eliminate emergency situations.
5. Providing accurate inspection reports, repair estimates, and completion reports within specified timelines (98% on-time performance required).
6. Maintaining quality control procedures to ensure compliance with the Performance Work Statement (PWS) requirements.
