Description

This is a Facility Support Service, a Recurring and a Non-recurring Work Items Contract Preventive Maintenance and Repair for Vertical Transportation Equipment (VTE) Systems in the U.S. Commander Fleet Activities Yokosuka (CFAY), Kanto Plain Area Japan . The contractor shall maintain, repair, and alter installed equipment and systems to ensure they are fully functional and in normal working condition. The resulting contract will have one (1) Base Period and Six (6) one-year Option Periods.

This procurement will be issued using Sealed Bidding procedure with the intent to award a single Fixed Price contract. Award will be made to the responsible bidder whose bid, confirming to the solicitation, is the solicitation, is the most advantageous and offers the best value to the Government considering price only factors on the presupposition that required permits/licenses are held.

Bid shall be priced only in Japanese Yen. Bid not priced in Japanese Yen shall be deemed non-responsive, and will not be eligible for award.

Background
This contract is for Facility Support Services, specifically focusing on Preventive Maintenance and Repair for Vertical Transportation Equipment (VTE) Systems at the U.S. Commander Fleet Activities Yokosuka (CFAY), located in the Kanto Plain Area of Japan.

The primary goal of this contract is to ensure that all installed equipment and systems are maintained, repaired, and altered as necessary to remain fully functional and in normal working condition. The contract will consist of one base period and six one-year option periods.

Work Details
The contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and incidental related work necessary to perform the following services:

1. Recurring services as detailed in the attached Performance Work Statement (PWS).
2. Non-recurring services as specified in the PWS. Each task will be priced according to the Exhibit Line Item Numbers (ELINs) provided in Attachment J-0200000-11. The contractor must ensure that all bids are priced only in Japanese Yen; upon award, prices will be converted to U.S. Dollars for administrative purposes but payments will be made in Yen.

Period of Performance
The base period will run from April 1, 2025, to March 31, 2026. Each subsequent option period will follow annually until March 31, 2032.

The contract will be performed at U.S. Commander Fleet Activities Yokosuka (CFAY), Kanto Plain Area Japan.
