Preventive Maintenance and Emergency Repair Contract for a Thermo Fischer Scientific (FEI) ETEM - Combined Sources Sought/Notice of Intent to Sole Source

Background
The National Institute of Standards and Technology (NIST) is seeking information from sources capable of providing maintenance/urgent repair/service contract support for a Titan 80-300 kV Environmental Transmission Electron Microscope (ETEM) with an image corrector. If no alternate sources are identified, NIST intends to issue a firm fixed price purchase order, on a sole source basis, with Thermo Fisher / FEI Company. NIST has conducted market research and determined that only Thermo Fisher / FEI Company is capable of meeting NIST’s requirements and is the only authorized repair and maintenance service provider in the United States for the FEI ETEM.

Work Details
NIST needs to procure a maintenance and urgent repair contract for a Titan™ 80-300 ETEM, Serial number D3263 located in Gaithersburg, MD. The procurement is for a base of six months of maintenance/repair/support, one six-month option period, and four options, consisting of one year each, for a potential total of five years of service. The service and maintenance shall include routine preventive maintenance (PM), emergency services, repair, and calibration for the electron microscopes. The service contract is required to keep these systems operational 24 hours per day and 7 days a week. Service and maintenance shall include unlimited emergency visits during regular business hours in addition to yearly preventive maintenance visits. All maintenance and repairs must be performed by an Original Equipment Manufacturer (OEM) certified service technician/engineer on-site at NIST Gaithersburg, MD within a targeted response time of 48 hours after the service call is placed by NIST.

Period of Performance
The contract includes a base period of six months with one six-month option period and four options, consisting of one year each, for a potential total of five years of service.

The services are required to be performed on-site at NIST Gaithersburg, MD.
