Prevention of Malaria through Vector Control   2

Background
The United States Agency for International Development (USAID) is seeking proposals to support the President’s Malaria Initiative as well as USAID Missions and Bureaus with malaria programs and provide technical services for the prevention of malaria through vector control. The procurement will be conducted under full and open competition procedures pursuant to Part 15 of the Federal Acquisition Regulation, under which any type of organization is eligible to compete. USAID anticipates a single award of a Cost-Plus-Fixed-Fee, term-type contract for a five-year period of performance as a result of this RFP. The total estimated cost will be $800-$850 million. The authorized geographic code for this procurement is 935.

Work Details
The purpose of this contract is to provide technical services that fall within the Scope of Work (SOW) specified in Section C for the Prevention of Malaria through Vector Control activity. This includes supporting the U.S. President’s Malaria Initiative (PMI) and USAID Missions and Bureaus with planning and implementing entomological monitoring, indoor residual spraying (IRS) and insecticide-treated mosquito net (ITN) programs, strengthening health systems, building capacity, and supporting innovation in vector control interventions for malaria control. The Contractor shall work in collaboration with NMCPs, host country governments, global partners, relevant local research institutions, PMI, and other local stakeholders to design, implement, and technically assist in any or all elements of malaria vector control activities.

Period of Performance
The contract will have a period of performance for five years.

Place of Performance
The geographic locations where the contract will be performed include up to 27 PMI focus countries and one USAID-supported program.
