Description

The Defense Health Agency Southeastern Healthcare Operations Contracting Division intends to negotiate on a sole source basis in accordance with FAR 13.106-l(b)(I) soliciting from a single source. The proposed manufacturer is E3 Diagnostics dba e3 Med-Acoustics, Inc. who is the exclusive factory authorized service and calibration facility in the State of Florida for Grason-Stadler, lnteracoustics, Audioscan, Maico, Micromedical, Med-Rx, Vivosonic instrumentation.

NH Jacksonvlle has a requirement for a non-personal services contract to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non- personal services necessary to perform Government-owned Audiology and Hearing Testing Equipment Preventive Maintenance Service.

There are not set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 811210. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the required services, to include permission from the manufacturer. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Background
The Defense Health Agency Southeastern Healthcare Operations Contracting Division intends to negotiate on a sole source basis with E3 Diagnostics dba e3 Med-Acoustics, Inc., the exclusive factory authorized service and calibration facility in Florida for various audiology and hearing testing instrumentation.

The Naval Hospital Jacksonville (NH Jacksonville) supports the medical readiness of military personnel and their families by providing audiology and hearing testing services. This contract is a follow-on to a previous Firm-Fixed Price contract for medical device maintenance in support of NH Jacksonville.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform preventive maintenance on designated government-owned audiology and hearing testing equipment.

Specific tasks include:
1. Regularly scheduled preventive maintenance and inspections every six months as per manufacturer recommendations.
2. Maintenance must comply with OEM specifications, local laws, DHA regulations, and The Joint Commission requirements.
3. Unlimited telephone support during business hours (0730-1600 EST) Monday through Friday.
4. Installation of product recalls or updates as necessary to maintain equipment specifications.
5. Documentation of all maintenance activities via Field Service Reports submitted within three working days after service completion.

Period of Performance
The period of performance is from November 1, 2024, through October 31, 2025, with four optional twelve-month periods extending through October 31, 2029.

Place of Performance
The work will be performed at Naval Hospital Jacksonville located at 2080 Child Street, Jacksonville, Florida 32214, including five Branch Health Clinics in Florida and Georgia.
