The Internal Revenue Service (IRS) has a requirement for Preventative Maintenance and Service for Conveyor Equipment Systems at the IRS National Distribution Center (NDC).

The NDC possesses various Conveyor Equipment Systems (CES) being utilized for tax product order processing. The CES includes Hytrol Automatic Conveyor/Accumulation/Sorter/Controller Systems, Wipotec-OCS Checkweigher Scanner Scales. The Contractor SHALL perform monthly on-site PM of the CES in accordance with the procedures recommended in the manufacturer's published specifications, and in accordance with the attached Statement of Work (SOW).

Background
The Internal Revenue Service (IRS) has a requirement for Preventative Maintenance and Service for Conveyor Equipment Systems at the IRS National Distribution Center (NDC).

The NDC utilizes various Conveyor Equipment Systems (CES) for tax product order processing, including Hytrol Automatic Conveyor/Accumulation/Sorter/Controller Systems and Wipotec-OCS Checkweigher Scanner Scales.

The current preventative maintenance contract will expire on December 31, 2024, and the IRS seeks to maintain these systems from January 1, 2025, to December 31, 2028. This solicitation aims to establish a firm fixed price requirement contract for one base year and three option years.

Work Details
The Contractor shall perform monthly on-site Preventative Maintenance (PM) of the CES according to the manufacturer’s specifications. Key tasks include:
1. Conducting inspections (visual, operational, and safety), cleaning (internally and externally), lubricating, testing, calibrating/timing, and adjusting all functions/systems as necessary to maintain equipment in good operating condition.
2. Inspections must cover equipment motors, drive/conveyor belts, emergency stops/pulls, rollers, oil/grease in gearboxes, roller chains, control cables, bearings, gears, cams, cylinders, valves, electronic sensors, breakers/fuses, circuit boards, wiring harnesses, actuators, microswitches, connectors, and any other components requiring maintenance or repair.
3. Providing monthly inspection/maintenance checklists of the conveyor equipment.
4. Supplying all PM materials (tools, supplies, cleaners) at their expense; excessive needs will be billed separately.
5. Making recommendations for parts replacement and training plant personnel on routine maintenance functions.
6. Ensuring service personnel are manufacturer-authorized and trained to perform maintenance on the specified equipment.
7. Cleaning work areas after each service visit and warranting all materials and services for a minimum of one year.

Period of Performance
The contract will be performed from January 1, 2025 - December 31, 2025 (Base Year), with options for January 1 - December 31 for the years 2026 (OY1), 2027 (OY2), and 2028 (OY3).
