Description

NASA/NSSC has a requirement for preventative maintenance for Oxford cryo deep etch tool and Oxford CVD tool.

NASA/NSSC intends to issue a sole source contract to Oxford Instruments America, Inc. [Oxford Instruments] under the authority of FAR 13.106-1(b)(1)(i). It has been determined that Oxford Instruments is the manufacturer of the equipment already in place at NASA.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 811219.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to dorothy.s.baskin@nasa.gov not later than 11:59 a.m. Eastern Standard Time on 11/28/2022. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for preventative maintenance for Oxford cryogenic Deep Reactive Ion Etch (cDRIE) and Chemical Vapor Deposition (CVD) tools.

NASA/NSSC intends to award a sole source contract to Oxford Instruments America, Inc., as the manufacturer of the equipment already in place.

NASA/NSSC will be the procuring center and the effort supports the Detector Development Laboratory producing semiconductor detectors for various NASA missions.

Work Details
Statement of Work:

1. Objective/Requirements

NASA-GSFC owns and operates two Oxford Instruments tools:
- Cryogenic Deep Reactive Ion Etch (cDRIE) Tool (PlasmaPro 100 Estrelas SN 220276)
- Chemical Vapor Deposition (CVD) Tool (PlasmaPro 100 Cobra SN 220278)

These require regular maintenance by qualified field service engineers to ensure optimum performance and avoid unplanned downtime.

2. Characteristics, Scope, and Specs

The vendor shall provide:
- Comprehensive Support Agreement for PlasmaPro 100 Estrelas SN 220276
- Self Sufficiency Package for PlasmaPro 100 Cobra SN 220278, including:
- Telephone support/help desk from 8:30 AM to 8:00 PM EST
- Labor: engineer onsite within 3-5 business days after decision to proceed
- Replacement parts: shipped to GSFC (service-exchanged or new), shipping included
- Annual Performance Maintenance visit: replace wear items, record baseline parameters, verify system performance; maintenance kit materials included
- Factory trained engineer for each visit
- Training: one service credit for platform training (Ion Beam or Plasma) by an OIPT Field Service Engineer
- Preventative Maintenance: one standard PM per published schedule (includes standard PM parts)
- Technical Support: help desk phone support 8:00 AM - 8:00 PM EST, M-F, excluding holidays; 24-hour response times
- Remote Support: access to Senior FSE, TeamViewer support within 24 hours (requires loaded software and remote customer access)
- Documentation: proof of engineer certification to service the listed equipment upon NASA request

Bidder Requirements
Sole source to Oxford Instruments America, Inc. (manufacturer of the existing equipment).

Engineers must be U.S. Citizens or Lawful Permanent Residents; if foreign nationals are used, vendor must submit names and required documentation at least 30 days before scheduled visits.

NASA may require documented proof of certification to service the specified equipment.
