Description

The work includes constructing a new veterinary treatment facility for Joint Base Pearl Harbor-Hickam, Hawaii. This new facility will provide for full service preventive diagnostic, surgical and dental care to Government-Owned Animals, food inspection spaces and preventive and diagnostic services to privately-owned animas of service members on the installation.

A sources sought notice (N62742SS1317) for this procurement was posted on 16 September 2020 on sam.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted basis inviting full and open competition. The NAVFAC Pacific small business office concurs with this decision.

A one-time site visit has been scheduled for 25 January 2022 at 10:00 A.M. Hawaii Standard Time (HST). The site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions. Offerors interested in attending the pre-site visit shall submit a SECNAV 5512-1 form and JB2 Form 0-180 . All Offerors interested in attending the site visit (even if you are aDBIDS Credential holder) must submit a SECNAV 5512/1 (please leave Block 25, Base Sponsor's name blank).

The completed forms shall be submitted to Mr. Ross Yamato at ross.w.yamato.civ@us.navy.mil on or before 9 December 2021, 10:00 A.M. H.S.T. PLEASE LIMIT THE NUMBER OF ATTENDEES TO A TOTAL OF TWO.

THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 236220 AND AVERAGE ANNUAL RECEIPTS IS $39.5 MILLION OVER THE PAST THREE YEARS. Estimated range is between $10 million to $25 million U.S. Dollars. The contract completion period is anticipated to be 600 calendar days.

This is a source selection procurement requiring the submission of both technical and price proposals.

Contract award will be made to the responsible offeror whose offer, conforming to the Request For Proposal (RFP), is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. The technical factors are as follows: (1) Experience, (2) Past Performance, (3) Safety, and (4) Construction Management Plan. For evaluation of experience and past performance, a relevant construction project is defined as New construction veterinary treatment facility or veterinary clinic, or a veterinary treatment facility addition or veterinary clinic addition, at least 10,000 square feet in building size and approximately $10,000,000 or more in dollar value, completed or substantially completed within the past 15 years. Substantially completed is defined as at least 90% physically complete.

The RFP will be available on or about 29 November 2021. Printed copies of the RFP will not be issued. The RFP, including the specifications and drawings, can be accessed at the System for Award Management (SAM) web site. Offerors must register at the SAM website to obtain access to the RFP. Registration instructions can be found on the SAM website. Once registered in SAM, the offeror must request explicit access to view the documents. An email will be forwarded once the contracting office has approved or declined the request. Approved offerors may view and/or download the RFP documents.

Amendments will be posted to the SAM web site https://sam.gov/. It is highly recommended that firms register on the SAM website as this will be the only plan holder's list available. It is the offerors responsibility to check the SAM website periodically for any amendments to the solicitation.

Offerors are required to be registered in the SAM data base at https://www.sam.gov.
