Description

This is not a competitive solicitation. The Department of the Navy, Naval Air Warfare Center Training Systems Division
(NAWCTSD), intends to pursue on a sole sourced basis, pursuant to Federal Acquisition Regulation (FAR)
Part 6.302-1 to acquire new, or modify existing, P-8A training devices and associated systems for the USN and RAAF.
The current acquisitions were procured from The Boeing Company, Saint Louis, MO.

NAWCTSD intends to award a sole source contract to The Boeing Company, Saint Louis, MO to meet this requirement.
In accordance with DFARS PGI 206.302-1, the proposed contract was synopsized as a Sources Sought Notice on the
System for Award Management (SAM) website on 22 May 2023 and was open for responses for 30 days. Four responses
with capabilities statements were received, including one from the P-8A Original Equipment Manufacturer
(OEM) (Boeing). The Government evaluated all the statements and accompanying documents submitted to determine
each responder's capability to fulfill the requirements. Only one of the respondents, Boeing, was found capable of
fulfilling all the requirements. The remaining three respondents were found partially, or fully capable, of fulfilling the
courseware portion of the requirements, but were found incapable of performing the remaining majority of the effort.
Based on the results of the sources sought and the capabilities assessments, the Government will pursue a different
acquisition strategy for procuring the courseware portion as capabilities exist in the market from multiple sources to
fulfill that portion.

Considering market research, the Government's knowledge of the requirement and industry, a Justification & Approval
pursuant to FAR 6.303-1 is currently being sought and identifies the authority for the sole source contract as
FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
This justification identifies The Boeing Company, Cage Code 0PXV4, as the only responsible source. Pursuant to
FAR 6.305, a redacted copy of the justification for other than full and open competition will be made available to the
GPE within 14 days after contract award.

Based on the aforementioned information, the determination has been made to not set-aside the procurement. The
NAVAIR Office of Small Business Programs concurs with the set-aside determination.

This notice of intent is for informational purposes only. This is not a request for proposal. It does not constitute a
solicitation and shall not be construed as a commitment by the Government. However, interested sources may identify
their interest and capability to respond to the requirements. Any response to this notice must show clear and convincing
evidence that competition would be advantageous to the Government. In doing so, interested sources must submit
detailed technical capabilities that address the information requested in sources sought notice N61340-23-P8A-TS
which details the potential need to develop, produce, and sustain Domestic, Cooperative (Co-op), and Foreign Military
Sales (FMS) P-8A training systems. Additional requirements may include new P-8A training devices, modifications
and upgrades to existing P-8A training devices, new or revisions to technical data and information, contractor logistics
support, training, and provisioned items. Detailed capabilities must be submitted by email to Ms. Kelly Kutch at
kelly.t.kutch.civ@us.navy.mil that is compatible with Word 2016, no later than 1700 EST 21 August 2024.
