Presolicitation Notice - Fort Carson, CO Base Operations Support Services   4

NOTICE OF PROPOSED CONTRACT ACTION - The Mission and Installation Contracting Command at Joint Base Lewis-McChord (MICC-JBLM) intends to issue a Request for Proposal (RFP) for Fort Carson, CO Base Operations Support (BOS) services on or about 22 March 2016 with written proposals due on or about 6 May 2016. This synopsis neither constitutes an RFP nor an Invitation for Bids (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. Readers shall not construe this synopsis as a commitment by the Government for any purpose.

This acquisition is to perform base operations support for the Directorates of Public Works at Fort Carson, CO. These services include Customer Services (i.e. work order requests); Support Services; Grounds Maintenance; Government-Furnished Equipment, Transpiration, Facility, Electrical, and Mechanical Systems, Maintenance and Repair; Key and Codes (i.e., Locksmith Services); Natural Gas Distribution and Regulation System; Environmental Services; Industrial Wastewater Treatment Plant (IWTP) and Central Vehicle Wash Facility (CVWF) Services; Sanitary Wastewater Treatment and Collection System; Storm Sewer Collection System; Water Systems and Distribution Services; Collection Point and Clean Fill Site; Warehousing and Supply; Cathodic Protection; General Interior and Exterior Work; and Miscellaneous Work (i.e. repair picnic shelters, flagpoles, special events, etc.)

The Government is anticipates soliciting this acquisition for HUBZONE small business set-aside competition. The Government anticipates awarding a single contract as a result from this solicitation.

The Government intends to award a Cost Plus Fixed Fee (CPFF) contract. The solicitation and resulting contract will be for one base year and four additional one-year option periods. Estimated performance start date is 16 August 2016. The NAICS code applicable to this procurement is 561210.

Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents from https://www.fbo.gov. This office will not issue hard copies of the solicitation, attachments, or technical documents.

Foreign participation is not allowed.

Potential offerors must have current security clearances at the classification level as specified in the DD Form 254 in the solicitation.

All potential offerors are reminded, in accordance with DFARS 252.204-7004, ALTERNATE A, SYSTEM FOR AWARD MANAGEMENT, that lack of registration in the System for Award Management (SAM) database prior to award will make an offeror ineligible for award. Also, the contractor must have the NAICS code listed in this solicitation on their SAM Registration. A site visit is anticipated and the specifics will be annotated in the RFP. Specific instructions on submitting comments/questions will be provided in the RFP.

The Government will not accept official responses/proposals to the RFP via email. Hard and electronic copies of all volumes will be required to be received by the Contracting Office at the address provided in the final RFP by the closing date and time specified in order to be considered for award.
