Pre-Solicitation NoticeTHE SUBJECT REQUIREMENT IS BEING SYNOPSIZED IN ACCORDANCE WITH FAR 5.101. THIS IS A SYNPOSIS ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.NOTE: The information being requested does not constitute a Request for Proposal or a commitment on the part of the Government to award a contract, nor, to pay for any costs incurred as a result of replying to this notice. This notice shall not be construed as a commitment by the Government for any purpose.(1) Description(i) Naval Facilities Engineering Systems Command Far East has an upcoming single award Indefinite Delivery/Indefinite Quantity type performance-based service contract comprised of Recurring and Non-Recurring work items. The scope of work, subject to change, includes the following services at Commander Fleet Activities (CFA) Yokosuka, Japan: Annex 15 Facility Support 1502000 Facility Investment Annex 16 Utilities 1604000 Wastewater* The Finalized Performance Work Statement (PWS) will be provided with the solicitation. (ii) Not Applicable. The proposed action is not greater than $25,000 but less than SAT, or using special simplified procedures. (iii) Not Applicable. This requirement is not covered by the World Trade Organization Government Procurement Agreement (WPO GPA) and/or Free Trade Agreement (FTA).(iv) Not Applicable. Available technical data will be provided as part of the solicitation. (v) Not Applicable. This requirement is not for construction.(vi) All responsible sources may submit a quotation, bid, or proposal, as appropriate, which will be considered. (vii) Not Applicable. This requirement will utilize unrestricted full and open competition.(viii) Qualification RequirementsCONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. CONSTRUCTION: Special construction license ?Tokutei-Kensetsugyou-Kyoka? OR ordinary construction license ?Ippan-Kensetsugyou-Kyoka?The Construction permit shall include the following types of construction work:a. Machinery Installation ?Kikai-Kigu-Secchi Gyou?b. Piping Work ?Kankouji Gyou?c. Electrical Work ?Denki-Kouji-Gyou?OPERATION AND MAINTENANCE OF SEWAGE TREATMENT PLANT: Ministry of Land, Infrastructure and Transport, Government of Japan registration certificate.SEPTIC TANK CLEANING: a. Collection and transportation of general waste (septic tank sludge/scum) from Yokosuka City Government ?Joukasou Hosyu Tenkenn-Gyou?b. Preventative Maintenance and Inspection service registration from Kanagawa Prefecture ?Joukasou Hosyu Tenkenn-Gyou?c. Sewage Treatment Facility Maintenance and Management Business certificate ?Gesuidou Shori-sisetsu Iji-kanri Gyou?STATUS OF FORCES AGREEMENT: The U.S. Government WILL NOT offer ?United States Official Contractor? status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; however, may certify an employee of a contractor as ?Members of the Civilian Component? under Article I(b) of the SOFA, as determined necessary by the Contracting Officer, in accordance with the PWS.(2) Other Related InformationInterested offerors can view and/or download the solicitation from the Government Point of Entry (GPE), https://sam.gov/ when it becomes available on or approximately mid July 2026. Hard copies will not be provided. It is the offerors responsibility to check the websites daily for any amendments to this solicitation. All Offerors (i.e., whether individually or as a joint venture, etc.) responding to this solicitation, if any, must be registered and have an active status in the System for Award Management (SAM) database at the time an offer is submitted to be eligible for award. For more information please go to https://www.sam.gov, or by calling 866-606-8220 or 334-206-7828 for international calling and complete the provisions associated with the annual representations and certifications identified in the Federal Acquisition Regulation (FAR) Subpart 4.1202 and Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 204.1202.An Offeror is required to be registered in SAM when submitting it?s offer/quotation/bid, and shall continue to be registered at all relevant times, i.e., time of award, during contract performance, and through final payment of the contract resulting from this solicitation.CAUTION: All offerors are required to be registered in SAM at the time their offer is submitted. Offerors with no active SAM registration upon receipt of their offer shall be considered ineligible for award.A contract CANNOT be awarded to a contractor not registered in SAM with ACTIVE status. Remember to review the NAICS codes listed in your record and make sure that you have listed the NAICS code for this procurement.(3) Representations and CertificationsIn accordance with DFARS 252.204-7997, National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 is applicable. In order to be considered for an award, the Offeror shall have a current assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) (see DFARS 252.204-7997) for each covered contractor information system that is relevant to the offer, contract, task order, or delivery order. The Basic, Medium, and High NIST SP 800-171 DoD Assessments are described in the NIST SP 800-171 DoD Assessment Methodology located at https://www.acq.osd.mil/asda/dpc/cp/cyber/safeguarding.html#nistSP800171The Offeror shall verify that summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) are posted in the Supplier Performance Risk System (SPRS) (https://www.sprs.csd.disa.mil/) for all covered contractor information system relevant to the offer. If the Offeror does not have a summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) posted in SPRS, the Offeror may conduct and submit a Basic Assessment to mailto:webptsmh@navy.mil for posting to SPRS in the format identified in paragraph (d) of DFARS 252.204-7019.Please be advised that prior to award of a contract, contractors are required to implement NIST SP 800-171, in accordance with DFARS 252.204-7012, and are required at time of award to have at least a Basic NIST SP 800-171 DoD Assessment that is current. The Contracting Officer will verify that summary level scores of a current NIST SP 800-171 DoD Assessment (i.e., not more than 3 years old unless a lesser time is specified in the solicitation) are posted in the SPRS (See DFARS 252.204-7019), prior to award.Please note the assessment must be for the ?offeror? so if your firm is a JV or LLC, the assessment must be completed for the JV or LLC. Provision DFARS 252.204-7025 and Clause DFARS 252.204-7021 will be included in the solicitation and resultant contract. The Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self-Assessment) has been identified as applicable to this requirement. Offerors are required at time of award to have at least a CMMC Level 1 (Self-Assessment) prior to award of a contract.
