This Synopsis is a Pre-Solicitation Notice for the U.S. General Services Administration (GSA), Public Buildings Service,Northeast and Caribbean Region. This notice is neither a solicitation announcement, nor a request for proposal or related documents.

Project Description: This Presolicitation Notice is for a General Contractor to provide construction services for the Capital Security Project at the Clemente Ruiz Nazario U.S. Courthouse and Federico Degetau Federal Building at 150 Carlos Chardon Avenue in San Juan, Puerto Rico.

The selected offeror will be required to supply all labor, materials, equipment and supervision to perform the complete services as required by the Scope of Work under the resultant contract.

The project consists of the following: 6,200 square feet of new construction; renovation of 9,200 square feet of existing space; and approximately 30,000 square feet of site work. The Nazario U.S. Courthouse and Degetau Federal Building will be fully occupied and work must be performed with minimal to no disruption to the tenants' day to day operations.

The project base scope includes: a new vehicle sally port; one (1) new prisoner elevator at the Degetau Federal Building; and associated site work for a new surface parking reconfiguration.

The following work items will be included as options: installation of a new prisoner elevator at the Nazario U.S. Courthouse; installation of one (1) new isolation cell at at the Degetau Federal Building; and installation of three (3) new holding cells at the Nazario Courthouse

Selection and Schedule: The selected offeror will be competitively chosen using Source Selection Procedures in accordance with FAR Part 15.3. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The contract type will be a firm-fixed price contract.

The Period of Performance will be one (1) year and ten (10) months after the issuance of the Notice to Proceed for the base scope of work. Award of any or all options shall not extend the Period of Performance. Construction is expected to occur in three (3) construction phases as shown on the construction contract documents.

Magnitude of Construction: The magnitude of construction for this project is between $10,000,000 and $20,000,000.

NAICS: The North American Industry Classification System code for this procurement is 236220, Commercial and Institutional Building Construction and the small business size standard is $39.5 million. This procurement will be issued on a restricted basis to HUBZONESmall Businesscontractors in accordance with FAR 19.1305.

Solicitation Information: GSA anticipates issuing the Request for Proposals on or about July 22, 2021, with receipt of proposals at a minimum of thirty (30) calendar days later. All information, amendments and questions concerning this solicitation will be electronically posted at the beta.SAM.gov website. No telephone requests will be accepted and no paper copies will be mailed to prospective offerors.

All offerors are required to have an active registration in the System for Award Management (www.sam.gov) at the time of offer submission.

In addition, in order for contractors to have access to Federal space, the contractor will be required to adhere to the HSPD-12, Directive Clearance Process, in accordance with FAR

52.204-9 Personal Identity Verification of Contractor Personnel (JAN 2011).
