SOLICITATION NOTICE OF TIERED EVALUATIONS
TIERED SET-ASIDE EVALUATION
INTRODUCTION:
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management (CFM) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for this design-bid-build major Construction project. Project documents have been prepared by an independent Architect-Engineer firm.
PROJECT DESCRIPTION:
The Jefferson Barracks National Cemetery, Phase 1, Development project, located at 2900 Sheridan Road, St. Louis, MO 63125, will comprise the first phase of cemetery expansion and development and will primarily include the construction of additional burial facilities intended to provide 15 years of service on existing, undeveloped land. Since this is an existing cemetery, only those facilities and infrastructure elements necessary to support the added maintenance, operations, and burial capacity for approximately 15 years will comprise this phase of construction. This investment will develop approximately 33.6 acres of undeveloped land to provide approximately 36,511 gravesites, including both casket, green burial, and cremation sites in new burial sections as follows:
- Casketed remains:
- 18,533 pre-placed crypt full casket gravesites
- 2,124 traditional casket gravesites
- Cremated remains:
- 10,854 in-ground cremation
- 5,000 columbarium niches
In addition to the gravesite expansion the following elements will be included in this project:
- Access roads and parking to include:
- New access roads and parking with curb and gutter
- Cortege overflow staging lanes.
- Sheridan Road improvements
- Demolition as depicted in design drawings.
- Utility Relocation as shown in design drawings.
- Grading, utilities, drainage, irrigation, and landscaping
- Temporary trailers to support VA staff and cemetery visitors during construction (for example, restroom trailer, office space, etc.)
- Site furnishings (benches, trash receptacles), signage, and flower watering stations.
- Install Entrance Gate and Signage.
- Install chain-link fence and concrete mow strip of entire Sylvan Springs perimeter.
- Construct Gravesite Locator (Kiosk) facility.
- Administration Building/PIC (existing cemetery)
- Repaint interior and replace existing carpet.
- Maintenance Complex (existing cemetery)
- Bldg. 3001
- Replace existing electrical panels.
- Install new electrical generator.
- Bldg. 3002
- Replace existing electrical panels.
- Bldg. 3003
- Replace existing electrical panels.
- Upgrade the physical security systems for the entire cemetery, including the administration building and maintenance complex, to meet the 1 October 2020 Physical Security and Resiliency Design Manual, revised 1 June 2023, including the automatic security gate at the admin/maintenance complex.
- Obtain state/local construction permitting as required.
- Compliance with all erosion control measures per plans and specifications.
Bid Alternate additives are listed in order of priority and will be awarded based on the Additive (one or more) that represents the best interest of the Government and the funds that are available at the time of award for the project in accordance with (IAW) VAAR 852.236-92 Notice to Bidders - Additive or Deductive Bid Line Items.
Additive Item #1:
Install Maintenance Storage Yard and associated site work, including but not limited to pavements, curbs, drainage, fencing and gates, signage, landscaping, and irrigation.
Additive Item #2:
Install maintenance material storage building including but not limited to site work, pavements, curbing, concrete foundations, concrete walls, structural steel, and standing seam metal roofing.
Additive Item #3:
Install Satellite Maintenance Building and associated site work including but not limited to site work, utilities, concrete foundations, concrete slab, engineered metal building, HVAC system, concrete masonry walls, metal wall panels, standing seam metal roof, doors, windows, interior finishes, landscaping, irrigation, signage, and all other work necessary to construct the building.
Additive Item #4:
Demolish and Replace Committal Shelter #4 (in the main cemetery) along with associate site work, concrete foundations, concrete piers, curbs, paving, standing seam metal roof, landscaping, irrigation, site furniture, and signage.
PROJECT PERIOD OF PERFORMANCE
The period of performance is expected to be 912 calendar days from Notice to Proceed.
VAAR 836.204 Disclosure of the magnitude of construction projects
In accordance with VAAR 836.204 Disclosure of the magnitude of construction projects is between $50,000,000 and 100,000,000.
The North American Industry Classification System (NAICS) of 237990, (Other Heavy and Civil Engineering Construction) with the size standard of $45.0 Million.
ADMINISTRATIVE:
The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15 and will be evaluated in accordance with the procedures listed in the solicitation. This procurement will be set aside based on an order of priority as established in 38 U.S.C. 8127. The solicitation will be advertised as a tiered set-aside evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns.
This notice is not a request for competitive offers.
No RFIs are accepted at this time. No solicitation exists at this time.
VA intends to issue the solicitation 30 to 45 calendar days from this notice.

11. Renovation of existing buildings: Administration Building/PIC (repainting interior and replacing carpet) and Maintenance Complex (upgrading electrical panels and installing a new generator).
12. Upgrading physical security systems throughout the cemetery to comply with the latest security design manual standards.
