Presolicitation Notice-Cafeteria and Food Services for FBI’s CJIS Division Campus   11

Background
The Federal Bureau of Investigation (FBI) Office of Criminal Justice Information Services (CJIS) Division is seeking to issue a solicitation for cafeteria and food services to support its secure campus located at 1000 Custer Hollow Road, Clarksburg, WV.

The goal of this contract is to provide food services for approximately 3,700 personnel operating 24/7/365 within the campus.

Work Details
The contractor will be responsible for maintaining server spaces and operating full-service cafeteria and food operations under a firm-fixed-price contract structure.

The selected vendor will retain proceeds from food sales and no direct payment will be made by the FBI for food services. Facilities include:
- A cafeteria with an integrated coffee bar in the CJIS Main Building (CJIS Main), occupying 8,200 square feet, which includes a 2,000 sq. ft. food preparation area, a 2,200 sq. ft. serving area, and a 4,000 sq. ft. dining area.
- A cafeteria in the Biometrics Technology Center (BTC), spanning 11,200 square feet with a 2,000 sq. ft. food preparation area, a 2,200 sq. ft. serving area, and a 7,000 sq. ft. dining area.

Dining areas will be cleaned and maintained by the Government. Food service will be cafeteria style where patrons serve themselves from food counters and carry meals to seating areas; these facilities are not open to the public but are limited to FBI personnel and authorized visitors.

The contractor shall provide a variety of freshly prepared nutritious food and beverage options while accommodating dietary restrictions. Innovative approaches to increase cafeteria usage such as loyalty programs and special promotions are encouraged. The contractor will also be responsible for staffing, operations, compliance with FDA food codes, bio-based product requirements, and all applicable federal regulations.

Period of Performance
The anticipated contract will have a base period of one year with four one-year option periods.
