Background
The U.S. Immigration and Customs Enforcement (ICE), specifically the Enforcement and Removal Operations (ERO), is responsible for the detention, health, welfare, transportation, and deportation of aliens in removal proceedings.

This contract aims to provide armed guard transportation services for detainees across various Field Offices including Baltimore, Boston, New York, Newark, and Washington. Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior award 70CDCR23D00000001, awarded to Paragon Professional Services for $59,531,122 (04/01/23–03/31/27). That contract provided armed guard transportation and escort services for ICE/ERO detainees across multiple Field Office areas (including Baltimore, Newark, and New York City), with a 24/7 year-round uniformed transportation officer staff and secure detainee transport consistent with the current draft’s requirements. The scope and operational model described in the prior award—armed officers, secure transport/escort of detainees under ICE/ERO, and continuous staffing—appear to be a continuation of the same type of service across overlapping geographic responsibilities.
