Description

This public notice is for the urgent acquisition of commercial services and prepared in accordance with FAR Part 5.2 - Synopsis of Proposed Contract Actions and FAR Part 6.2 - Other than Full and Open Competition.

The Library of Congress (Library) requires contract support to enable the systematic harvesting of content from the web based on instructions from Library staff, to provide temporary access to the content and required crawl reports for quality review, and to enable transfer of content to the Library for preservation and public access. This contract shall cover a critical period including the 2026 U.S. Elections.

The current award is under a Stop Work Order due to a protest. See the attached J&A for more information regardig this.

This announcement constitutes the only public notice as proposals are not being requested from other parties and a written solicitation will not be issued. This notice accomplishes the following:

  1. Publicizes the Library's intendt to sole source this requirement to the business listed in the Justification and Approval (JA).
  2. Synopsizes the requirements in accordance with the FAR.
  3. Publicly posts the approved JA to sole source in advance of award. As a result of this, a second posting is not required after the award is made.

This is for an award for less than the simplified acquisition threshold.

Background
The Library of Congress (Library) is seeking contract support for the systematic harvesting of web content, particularly in light of the upcoming 2026 U.S. Elections. This initiative is critical for preserving digital materials that are at risk of disappearing and plays a significant role in documenting important information for Congress and the American public. The contract is being pursued under a sole-source justification due to urgent needs arising from a recent protest on a previous award, which has halted ongoing web harvesting activities.

Work Details
The contractor will provide Web Harvesting Services that include: systematic harvesting of web content based on Library staff instructions; temporary access to harvested content; provision of crawl reports for quality review; transfer of harvested content to the Library for preservation and public access.

Specific tasks include: capturing web content according to specified schedules, deduplication of crawls, access to captured content for quality review, hosting and storage of web content, and transferring the content to the Library. The contract will cover approximately 325 TB of data with specific crawl frequencies: 24 weekly crawls, 6 monthly crawls, 3 extended crawls, and an additional 24 weekly crawls focused on U.S. Elections content.

Period of Performance
The planned period of performance is from July 1, 2026, to December 31, 2026.

Place of Performance
The work will be performed at the Library of Congress.

Bidder Requirements
The contractor must be MirrorWeb as they are currently the only source capable of fulfilling this urgent requirement due to their established infrastructure and compliance with Library security protocols. No other contractors can meet the necessary requirements or timelines.
