Description

The Contractor will provide prescription-fill services to eligible veteran beneficiaries assigned to the Harry S. Truman Memorial Veterans' Hospital's (HSTMVH) seven community-based outpatient clinics (CBOCs) and its Home Based Primary Care (HBPC) program. Services will also be required for patients at any and all new future CBOC locations and for new HBPC patients within the HSTMVH primary service area. Services required include filling prescriptions, dispensing prescriptions, and counseling patients on all controlled and non-controlled prescriptions written by VA providers. Services will begin on 06/01/2025.

Background
The Department of Veterans Affairs is issuing a contract for prescription-fill services to eligible veteran beneficiaries assigned to the Harry S. Truman Memorial Veterans’ Hospital (HSTMVH) and its community-based outpatient clinics (CBOCs) and Home Based Primary Care (HBPC) program.

The goal of this contract is to ensure that veterans receive timely and efficient pharmacy services, including filling and dispensing prescriptions, as well as counseling patients on their medications.

Work Details
The contractor will provide non-personal pharmacy benefit management services, which include:
1. Filling prescriptions written by VA providers for both controlled and non-controlled substances.
2. Dispensing medications within 30 minutes from the presentation of the prescription by the patient.
3. Counseling patients regarding their medications.
4. Services must be provided at all current and future CBOC locations and for new HBPC patients within the HSTMVH primary service area.
5. The contractor must maintain a minimum of two licensed pharmacies in each of the seven CBOC locations to enhance patient access to pharmacy services.
6. The contractor will accept prescriptions in written form from HSTMVA, CBOC, or HBPC providers, and must be able to fill urgent medications as specified in the Urgently Needed Medication Formulary List provided by HSTMVA.

Period of Performance
The period of performance for this contract will begin on June 1, 2025, with a base year followed by four optional years that may be exercised at the discretion of the government.

Place of Performance
The services will be performed at the Harry S. Truman Memorial Veterans’ Hospital located in Columbia, Missouri, as well as at its seven community-based outpatient clinics (CBOCs) and any future CBOC locations within the designated service area.
