Description

Safran Federal Systems INC is the incumbent contractor of the Premium Simulation Technical Support Package with no authorized resellers.

This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government.

Background
The U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA) operates through the Institute for Telecommunication Sciences (ITS), which provides research and development support. ITS conducts basic research in radio science, aiding NTIA's policy development and spectrum management activities. The agency also addresses telecommunications challenges for various stakeholders, including federal agencies, state and local governments, and private entities.

A laboratory-grade GNSS signal generator (BroadSim T20) is utilized for producing accurate GNSS signals for testing purposes, necessitating a support contract with Safran Federal Systems to unlock additional satellite constellations.

Work Details
The contract requires a one-year Premium Simulation Technical Support Package for the BroadSim T20 device from Safran. This package includes software upgrades necessary for utilizing new signals. Additionally, if any equipment under this contract requires repair, a modification will be added to fund the necessary maintenance work upon approval from the Contracting Officer's Representative (COR). The contractor must submit repair costs to the COR before proceeding with any work. Shipping costs from the repair facility back to ITS will be covered by the contractor, but they cannot bill NTIA for these shipping charges.

Period of Performance
One year from the date of contract award.

Place of Performance
Equipment may be shipped to Safran's repair facility and returned to ITS after servicing.

Bidder Requirements
The contract is intended solely for Safran Federal Systems, Inc., as they are the incumbent contractor with no authorized resellers. Safran is a proxy-regulated U.S. company free of Foreign Ownership, Control, or Influence (FOCI), approved to work on both classified and unclassified U.S. Government projects.
