PRE-SOLICITATION NOTICE ONLY

The DHS/CBP Tethered Aerostat Radar System (TARS) provide persistent detection and monitoring (surveillance) capability for interdicting low-level air, maritime and surface smugglers and narcotics traffickers along the United States-Mexico border, the Florida Straits, and a portion of the Caribbean. These tethered aerostats provide day/night persistent surveillance to detect, identify, track, and monitor activity within or immediately outside the borders of the U.S. This surveillance capability is a cornerstone to enabling CBP's mission in deterring terrorism and securing our borders, while assisting in the enforcement of immigration policy.

TARS operations include eight fixed aerostat sites with all aerostats and support systems, radars, cameras, weather detection equipment, communications systems, mooring systems, facilities, special purpose vehicles, associated equipment, and personnel necessary to accomplish the mission.

The contractor shall provide O&M services at eight TARS sites for the purpose of providing surveillance data to CBP primary stakeholders. The Contractor shall maintain all Government furnished equipment and facilities in proper working order and to monitor radar performance.

CBP intends to issue a Request for Proposal (RFP) May 2022. Upon issuance of the RFP, interested companies should read the RFP in its entirety and submit questions.
