Background
The Federal Bureau of Prisons is seeking providers for Residential Reentry Center (RRC) beds and Home Confinement services for male and female federal offenders in Berkeley County, West Virginia.
The goal of this contract is to provide comprehensive community-based services that support the reintegration of federal offenders into society, ensuring they have access to necessary programming and case management.
The services must adhere to the Federal Bureau of Prisons’ Residential Reentry Center Statement of Work from March 2022.

Work Details
The contractor will provide an estimated maximum of 40 RRC beds (32 for males and 8 for females) and up to 20 Home Confinement placements for both genders.
Services include:
- Compliance with the SOW requirements, including staff training on various topics such as emergency procedures, handling hazardous materials, and resident discipline.
- Development and implementation of a comprehensive staff training program addressing sexual abuse prevention and intervention.
- Provision of a detailed operations manual outlining facility policies and procedures.
- Maintenance of a sign-in/sign-out system for residents to monitor their movements.
- Development of a community outreach program to foster positive relationships with local stakeholders.
- Ensuring all services comply with federal, state, and local laws as well as BOP policies.

Period of Performance
The contract will be performed over a One-year Base Period with Four One-year Option Periods.

Place of Performance
Berkeley County, West Virginia, with Home Confinement placements within a 100-mile radius.

Bidder Requirements
Bidders must demonstrate experience in providing residential reentry services, including staffing credentials such as a minimum four-year degree in social or behavioral sciences for the Facility Director position.
Staff must undergo extensive training prior to working with federal residents, including emergency procedures training within one week of employment.
The contractor must also maintain at least 70% of contract requirements using direct employees rather than subcontractors.

The pre-solicitation appears to have a closely related prior contract with Dismas Charities for Residential Reentry Center (RRC) and Home Confinement (HC) services under 15BRRC21D00000256, with awards totaling $2,025,965 (02/01/26–07/31/26), $1,523,970 (02/01/25–01/31/26), and $881,555 (10/01/25–01/31/26). Those prior awards supported RRC/HC services in the St. Albans, WV area (Kanawha County), which is geographically and operationally similar to the current requirement for RRC beds and HC placements within Berkeley County, West Virginia, and a 100-mile radius. The scope also aligns on providing community-based reintegration services and case management consistent with BOP’s Residential Reentry Center Statement of Work.
