Background
The Department of the Air Force (USAF) intends to solicit, negotiate, and award a sole-source, Five (5) Year Indefinite Delivery, Indefinite Quantity (IDIQ), Firm-Fixed-Price (FFP) contract to Applied System Engineering, Inc. (ASE) for the repair of various transmitters. This acquisition is justified due to ASE being the original equipment manufacturer (OEM) with proprietary technical data and specialized tooling necessary for the required services.
Work Details
The contractor shall furnish all facilities, parts, materials, equipment, and services required to inspect and restore the end items to serviceable condition. The scope includes:
1. TEST, TEARDOWN, AND EVALUATION (TT&E): Conduct visual, mechanical, and electrical testing of the end item and its components to determine their condition. Report findings in writing to the Procurement Contracting Officer (PCO) and Defense Contract Management Agency (DCMA).
2. REPAIR: Perform repair or replacement of all failed parts and components. Ensure each end item is cleaned, configured, refinished, and tested to meet original specifications before returning it in a serviceable condition.
3. OVER & ABOVE WORK AUTHORIZATION PROCESS: Identify any additional work required after TT&E and obtain necessary approvals for costs associated with such work.
Period of Performance
Five years from the date of contract award.
Place of Performance
Fort Worth, Texas.
Bidder Requirements
Bidders must be able to demonstrate that they possess proprietary technical data and specialized tooling necessary for the repair of transmitters as specified in the solicitation. Additionally, bidders must maintain a current CMMC status at Level 2 or higher for all information systems used in performance of the contract.
Incumbent Analysis (see Incumbents section for more detail)
The prior award details indicate a confirmed incumbent for this transmitter repair requirement: Applied Systems Engineering (ASE) was awarded FA825022D0001 for $5,863,308 covering 01/14/22–01/14/27, with teardown, test/evaluation, and repair of radar transmitters and transmitter subassemblies supporting the Joint Threat Emitter (JTE) and Unmanned Threat Emitter (UMTE)/Mini Mutes programs. The current scope similarly calls for inspection, TT&E, and repair/restoration of various transmitter end items to serviceable “like new” condition, including work tied to the same types of NSNs/programs.
