To facilitate a more informed and responsive proposal process, the Government is posting a DRAFT Request for Proposal (RFP) package along with this pre-solicitation synopsis for industry review and feedback. The DRAFT RFP is available for download in the Attachments/Links portion of this posting.

The Government is providing the draft RFP to:

  • Obtain industry feedback on the clarity, completeness, and feasibility of the requirements.
  • Identify potential risks, issues, and challenges associated with the draft documents.
  • Allow potential offerors to provide informed questions and identify any areas requiring clarification prior to the release of the final RFP.

All questions/concerns should be provided in the attached Pre-RFP Questions Excel. All question are due by 2:00pm MST on 10 June 2025.

All interested parties are highly encouraged to review the draft RFP and provide constructive comments.

This is a pre-solicitation synopsis. The Air Force Life Cycle Management Center (AFLCMC) Atmospheric Early Warning System (AEWS) Program Management Office (PMO) intends to solicit and award a single five (5) year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract (with a six-month extension option IAW 52.217-9) for Contractor Logistics Support (CLS) services for the AN/FPS-117 Long Range Radar System. This acquisition will be conducted using full and open competition (FAR 6.101). This notice is not a request for proposals. A solicitation will be issued via the Government Point of Entry (GPE). Potential Offerors are responsible for monitoring this site for the release of the RFP package and any amendments.

The Government requires comprehensive Contractor Logistics Support (CLS) services to maintain and sustain the AN/FPS-117 Long Range Radar System across 27 operational sites in Alaska, Canada, and Hawaii, as well as the Engineering Facility (EFAC) at Hill AFB, Utah. Services include:

  • Program Management
  • Engineering Support
  • Depot and Field Level Maintenance
  • Repairs
  • Hardware and Software Procurement
  • Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management
  • Hardware and Software Modifications (Technical Refreshes)
  • Emergency Services
  • Travel and Shipping

Task/Delivery Orders will specify specific quantities, locations, and Periods of performances.

Contract Details:

  • Contract Type: Indefinite Delivery/Indefinite Quantity (ID/IQ)
  • Period of Performance: Five (5) years, with a six (6) month extension option (FAR 52.217-9)
  • NAICS Code: 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing)
  • Small Business Size Standard: 1,350 employees
  • Total Contract Period of Performance: Not expected to exceed nine (9) years
  • Pricing Arrangements: Fixed price and Cost Reimbursement

The Government acknowledges that Lockheed Martin (LMC), the Original Equipment Manufacturer (OEM), asserts restricted rights to certain components and assemblies of the AN/FPS-117 radar. The overall performance requirements of this effort are to sustain the Assembly and Sub-Assemblies that are NOT proprietary to LMC. Recent market research, including Sources Sought issued in January and August 2024, indicates substantial industry interest and the potential for vendors to provide critical non-proprietary assemblies and perform required services.

Background
The Air Force Life Cycle Management Center (AFLCMC) Atmospheric Early Warning System (AEWS) Program Management Office (PMO) is issuing a DRAFT Request for Proposal (RFP) for a single five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for Contractor Logistics Support (CLS) services for the AN/FPS-117 Long Range Radar System.

The goal of this contract is to maintain and sustain the radar system across 27 operational sites in Alaska, Canada, and Hawaii, as well as at the Engineering Facility at Hill AFB, Utah. The draft RFP is intended to gather industry feedback on the clarity and feasibility of requirements and to identify potential risks before the final RFP release.

Work Details
The contractor will provide comprehensive Contractor Logistics Support (CLS) services, which include:
- Program Management
- Engineering Support
- Depot and Field Level Maintenance
- Repairs
- Hardware and Software Procurement
- Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management
- Hardware and Software Modifications (Technical Refreshes)
- Emergency Services
- Travel and Shipping. Additionally, the contractor must report all labor hours via a secure data collection site, manage subcontractors effectively, coordinate with Operations & Maintenance contractors in various theaters, establish an internet-accessible file-sharing database, minimize travel expenses by consolidating maintenance services, and comply with various reporting requirements including monthly financial status reports.
