(Pre-Solicitation) Contract Security Guard (CSG) Services for U.S. Forces Korea (USFK)   2

Background
The United States Forces Korea (USFK) is seeking Contract Security Guard (CSG) Services for various U.S. Army and select Department of Defense installations located within the Republic of Korea (ROK).

The goal of this contract is to provide armed security guard services that ensure robust security and maintain stringent installation access control, which is critical for operational readiness during both armistice and contingency operations.

Work Details
The Contractor shall provide essential personnel at all Installation Access Control Points (IACP) as dictated by the Master Post Schedule (MPS).

Responsibilities include: controlling installation access, preventing unauthorized personnel and vehicle entry, ensuring compliance with USFK Instruction 5200.08A and local Directorate of Emergency Services (DES) Standard Operating Procedures (SOP), maintaining physical security, and executing duties in accordance with applicable ROK regulations.

The Contractor must also develop a Quality Control Plan to ensure services meet contractual requirements, conduct inspections, and maintain records of all quality control inspections. Additionally, the Contractor is responsible for providing uniforms, communication equipment, vehicles, and ensuring all personnel are trained in relevant procedures including the Individual Reliability Program (IRP). All contractor personnel must comply with specific qualifications including English proficiency and adherence to safety protocols.

Period of Performance
The Period of Performance for this contract is from November 4, 2026, through November 3, 2031, which includes a two-month Phase-In Period followed by four option periods.

Place of Performance
The contract will be performed at various U.S. Army installations across the Republic of Korea.
