Pre-solicitation - Broadband Serviceable Location Fabric Database Project   3

SYNOPSIS:

The Federal Communications Commission has a requirement to establish the Broadband Serviceable Location Fabric Database as part of the broadband mapping effort required as part of the Broadband Deployment Accuracy and Technological Availability Act (Broadband DATA Act), 47 U.S.C. 641 et. seq.

The Fabric consists of a database of all locations in the United States where fixed broadband Internet access service has been or could be installed, and incorporate the Fabric into the availability collection. Fixed broadband providers must report their service area in the form of either a polygon shapefile or a list of addresses or locations, and the Fabric will form the foundation for the location- or address-based reporting.

The resulting contract will be a firm-fixed price contract. The period of performance will be a base year with four 1-year option periods.

PURPOSE OF THIS ANNOUNCEMENT:

This announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204. This is not a solicitation. No response is requested at this time. A formal solicitation will follow this announcement with full details, including a response deadline, the Statement of Objectives, Instructions to Offerors, and the Evaluation Factors/Basis for Award. The formal solicitation is expected to occur on or around June 1, 2021.

OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT.

PLANNED SOLICITATION:

The Federal Communications Commission intends to issue a Request for Proposal (RFP) for the services described herein. Proposals shall be due no less than 30 days from the solicitation date. The solicitation and any subsequent amendments will be posted to beta.SAM.gov at www.beta.SAM.gov. The solicitation documents will only be made available in electronic format, downloadable from beta.SAM.gov. No CD-ROMS or hardcopy documents will be distributed. Interested parties must be registered in beta.SAM.gov at www.beta.sam.gov in order to view or download the solicitation documents. It is the responsibility of the interested parties to appropriately register in beta.SAM.gov and to monitor for notices, amendments, etc.

The FCC intends to procure these supply/services through full and open competition. This procurement will use procedures as outlined in FAR Parts 12 and 15.
