Pre-Proposal Conference and Site Visit Special Notice for Upcoming RFP for: Petroleum, Oil, and Lubricant (POL) Increase Capacity at Kecskemet Air Base, Hungary   5

The Government plans to issue a Two-Phase, Design-Build (DB) Request for Proposal (RFP) for this project within the next week. In advance of the RFP, the Government needs to collect pre-proposal and site visit information from those who plan to attend.

Phase ONE pre-proposal conference details:

(i) Purpose: The purpose of the Phase ONE pre-proposal conference is two-fold. First, the US Government will present a summary of the project SOW and proposal instructions/evaluation approach. Secondly, Offerors will be given the opportunity to walk through one of the buildings so they can visually assess the site conditions.

(ii) Location:
Offerors should meet at the Marriott Budapest hotel located Apaczai Csere Janos u. 4 1052 Budapest, Hungary for the pre-proposal conference. The pre-proposal site visit will take place on the following day and the offerors should meet at the front gate of Kecskemet Air Base, Hungary (GPS coordinates 46.9086 N 19.7528 E).

(iii) Individuals must submit a base access request through USACE for processing at least 14 days in advance, no later than 14 February 2023 at 1400 hrs. See further instructions below. In either case, all attendees should arrive 30 minutes early and come prepared with a passport for identification. No opportunity for Base access request the day of. After entering the base, the base personnel will escort the participants into a bus which will drive us to the POL site.

(iv) Time/Date:
- Preproposal conference Budapest Marriott: 01MAR2023 from 0830 to 1230 local time
- Site visit Kecskemet Air Base: 02MAR2030 starting 0930 local time. Offerors will meet at the gate no later than 0900 AM. The entire visit should last no longer than three to four hours. Please reference site visit map (solicitation attachment) for location information.

(v) Registration Instructions: Offerors must pre-register their attendees no later than at 1000 Central European Time. To Pre-Register, complete the site visit attendee information sheet (solicitation attachment) submit via email to USACE Project Manager, Richard Leroy at richard.p.leroy@usace.army.mil and Contract Specialist, Lorraine Laurente at lorraine.q.laurente@usace.army.mil. IMPORTANT: Any individuals planning to attend must register in advance with their full name, organization name, job title, or they may not be permitted access to the sites please use the attendee information sheet attached to the RFP. Individuals that complete and submit the access roster information timely may show up at the gate on the day of the visit, show their passport/ausweis, and tell the guard they are on an access roster. Individuals that do NOT complete the access roster information timely cannot participate at the site visit.

(vi) Space Limitations. Space may be limited at the pre-proposal site visit, and as a result the number of attendees per company may be limited. Offerors are advised to register no more than four individuals, and space may be limited to less than that. Phase TWO Offerors will be given another, more thorough opportunity to walk through the buildings at a later date.

(vii) Project Questions. All project questions should be submitted via ProjNet (see instructions in RFP). Any answers given at the site visit are strictly unofficial.
