Pre-Existing Tobacco Products and Internet Surveillance Indefinite Delivery Indefinite Quantity Contract

Background
The U.S. Food and Drug Administration (FDA), Center for Tobacco Products (CTP) requires services associated with consolidating interrelated compliance activities per the requirements in the attached Statement of Work in order to improve the efficiency and effectiveness of CTP's enforcement mission and creating infrastructures to manage the growth of enforcement related activities anticipated by CTP.

Work Details
The contract encompasses various tasks including Transition-In, Program and Project Management, Analysis and Compilation of Data for Tobacco Product Review Program, Surveillance, Review, and Notification of Online and Print Sale and Promotional Activities of Regulated Tobacco Product Manufacturers, Distributors, Importers, and Retailers, Extraction, Compilation, Review, Analysis, and Reporting of Materials and Data for Promotion, Advertising, and Labeling Review Program, and Transition-Out. The tasks involve activities such as developing transition plans, coordinating on-boarding activities, managing resources, collecting system and performance metrics, analyzing industry submissions and notifications. It also includes reviewing online and print tobacco sale and promotional activities, compiling data for promotion review program, facilitating transition-out activities.

Period of Performance
The contract is for a period of 10 years with at least 5 years' experience managing 75+ staff.

Place of Performance
All services will be performed at the Contractor’s facilities or as specified in individual task orders.
