The US Department of State is issuing a corrective action based upon the Agency Protest submitted on November 26, 2024.

Amendment 0001 to 19AQMM24R0143 is being issued which requires the following:

1. This amendment reiterates that NAICS code associated with this solicitation is 336412, Aircraft Engine and Engine Parts Manufacturing. The NAICS code inadvertently did not print on Block 10 of the SF 1449 and was blank in Section K FAR 52.204-8. However, the SAM.GOV announcement did designate this solicitation with NAICS Code 33412.

2. This amendment also updates Section J, Attachment 2 IDIQ Pricing for Base Year and Options. Pricing for CLIN 004 is updated for offerors to provide pricing for the Engine Conversion: T700-GE-701C to 701D (FFP) only.

3. This amendment also clarifies that Purchase of Engine (CLINs 011, 26, 41 and 56) is for a Factory New Engine.

4. This amendment also requires offerors to provide supporting rational on how their proposed technical approach will comply with FAR 52.219-4 Limitations on Subcontracting.

Revised proposals are due on or before December 18, 2024.

  1. INL/A requires, on an as needed basis, for a period of five (5) years an Original Equipment Manufacturer (OEM) approved source/s to provide limited life cycle support (overhaul, repair, conversion, and/or modification) of DoS aircraft turbine engines listed on but not limited to SOW Table 2.1. The OEM approved source/s must have the capability to overhaul, repair, convert and modify engines to the most current OEM specifications to include but not limited to the following:
    1. all applicable OEM production, repair and overhaul specifications
    2. all OEM Service Bulletins (SBs)
    3. all Federal Aviation Administration (FAA) and Transport Canada Airworthiness Directives (ADs)
    4. Department of the Army standards including Safety of Flight (SOF) messages,

Aviation Safety Action Messages (ASAM), Aviation Maintenance Action Messages (AMAM), Maintenance Information Messages (MIM), Technical Bulletins (TB), Modification Work Orders (MWO), etc.

Background
The United States Department of State (DoS), Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A) provides aviation support for the eradication and interdiction of illicit drugs, training of contractor and host nation personnel, embassy transport support, movement of personnel and equipment, reconnaissance, personnel recovery (PR), medical evacuation, security of personnel and equipment, and ferrying of aircraft. INL/A presently maintains a fleet of fixed and rotary wing aircraft utilizing Pratt & Whitney Canada (PWC) turbine engines and General Electric (GE) T700 (series) engines.

Work Details
INL/A requires an Original Equipment Manufacturer (OEM) approved source to provide limited life cycle support (overhaul, repair, conversion, and/or modification) of DoS aircraft turbine engines listed on but not limited to SOW Table 2.1. The OEM approved source must have the capability to overhaul, repair, convert and modify engines to the most current OEM specifications. The contract period is five years. Specific engine models include T700-GE-700 (series) / UH-60, PT6T-3B / UH-1ST, PT6A-67D / B-1900D, and PT6A-114A / C-208B.

Period of Performance
The Contractor shall provide the services required in this SOW for a period of five (5) years from Contract award.

Place of Performance
Engine maintenance, repair, overhaul, and/or modification shall be accomplished at OEM approved facilities.
