Description

This is a PRE-SOLICITATION notice for the Integrated Design and Construction (IDaC) project for the Prado Dam Spillway Modification Project, Riverside County, California. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.

The U.S. Army Corps of Engineers Tulsa has been tasked to solicit and award a construction contract for the Prado Dam Spillway Modification Project. The proposed project will be a competitive, firm-fixed price, IDaC, contract procured in accordance with FAR 15, Negotiated Procurement using the Best Value trade-off process.

Prado Dam is owned by the Federal government and operated and maintained by the USACE Los Angeles District (SPL). Prado Dam is located in Riverside County, California, approximately 2 miles west of the City of Corona, northeast of the California State Route (SR) 91 (Riverside Freeway) and Corona Freeway (SR 71) interchange. Portions of the reservoir are in Riverside and San Bernardino Counties. The Prado Dam provides flood risk management (FRM) to the largest watershed in southern California, with 1.4 million residents between Riverside County and the Pacific Ocean.

The overall purpose of the Prado Dam Spillway Modification Project (DSMP) is to implement modifications at Prado Dam to decrease dam safety risks to a tolerable level and reduce life safety risks in an expeditious and efficient manner. Prado Dam has been designated as Dam Safety Action Classification (DSAC) 2, meaning it has a very high incremental risk where the combination of life or economic consequences with likelihood of failure is very high and immediate action is required to avoid failure.

The risks associated with dam failure will be reduced through construction of a new reinforced concrete labyrinth control structure, construction of composite embankment connections including embedded roller compacted concrete (RCC) monoliths, new reinforced concrete chute slabs anchored to foundation rock, new underdrain system for the chute, and new reinforced concrete cantilever spillway chute walls.

In accordance with DFARS 236.204, the estimated magnitude of construction for this project is over $500,000,000.00.

Estimated duration of the construction phase of this project is 365 days for the preconstruction services with an option to execute the construction for a total of 2,520 calendar days (7 years).

The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $45.0M.

Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Large Businesses must comply with the FAR 52.219-9 by submitting a Small Business Subcontracting Plan should this action be solicited as Full and Open Competition and an award is made to a large business firm.

TYPE OF SET-ASIDE: NONE This requirement will be solicited as UNRESTRICTED.
