Background
The Puerto Rican Parrot Recovery Project is overseen by the U.S. Fish and Wildlife Service (FWS) and aims to protect the critically endangered Puerto Rican parrot (Amazona vittata vittata), which is the only native parrot species remaining in the U.S. The project is located at the Maricao Fish Hatchery in Maricao State Forest, Puerto Rico. Given the remote location and previous incidents of unauthorized access, enhanced security measures are necessary to safeguard both the parrots and the personnel involved in their recovery.

Work Details
The contractor will provide comprehensive security services including:

1. Surveillance and protection of captive Puerto Rican parrots and Fish and Wildlife staff from 4:00 PM to 7:00 AM, seven days a week.

2. Conducting physical inspections of grounds and buildings multiple times during each shift without disturbing breeding areas.

3. Controlling access to the facility, allowing entry only to authorized personnel and guests, while monitoring surveillance cameras.

4. Preparing daily incident reports for submission to designated Fish and Wildlife staff, documented in a logbook.

5. Reporting any irregularities immediately to designated staff and providing a monthly log detailing officer hours and incidents.

Period of Performance
The contract period begins on March 1, 2025, with an initial base year ending on February 28, 2026, followed by options for additional years through February 28, 2031.
