Pre-Solicitation Notice for Poznan Command and Control Facility (C2F) and Information Systems Facility (ISF)

PLACE OF PERFORMANCE: Poznan, Poland (Camp Ko ciuszko, Pozna , Poland (Polish Army base formerly known as 14 WOG))

ANTICIPATED PROJECT TITLE: Poznan Command and Control Facility / Information Systems Facility (C2F/ISF)

ACQUISITION INFORMATION: USACE NAU intends to issue a solicitation and award for an unrestricted, full and open competitive acquisition, which will result in the award of a Firm-Fixed-Price (FFP), Design-Bid-Build (DBB), stand-alone (C-Type) construction contract. The project is for the renovation of the northern half of Building 28 and a portion of Building 1 basement to provide adequate and secure command and control administrative source for the US Army V Corps Headquarters (Forward). The work includes:

• Complete renovation of Building 28 North, all of Building 2, and a few basement rooms in Building 1. Renovations include major architectural, structural, electrical, mechanical, and telecommunications work;
• Fire pump/tank, Redundant power, elevator, building information systems, fire protection and alarm systems, telecommunications area core switch (ACS), area distribution switches (ADS), equipment access switches (EAS), Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection;
• Site development, utilities and connections, lighting, paving, walks, curbs and gutters, information systems, landscaping, and signage;
• Installation of security zones and administrative areas for special use space for a Joint Operations Center (JOC) and Open Storage Secret (OSS) area;
• Self-contained systems for heating and air conditioning

The anticipated magnitude of construction for this project is between $25,000,000 and $100,000,000.

SELECTION PROCESS: The acquisition strategy will be a Best-Value Procurement, utilizing a Tradeoff Source Selection Process (see FAR 15.101-1). This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award.

PRE-PROPOSAL CONFERENCE: A Pre-Proposal Conference and Site Visit is scheduled for 10 December 2024.

IN ORDER TO REGISTER FOR THE PRE-RPOPSOAL SITE VISIT YOUR FIRM MUST COMPLETE THE ATTACHED BASE ACCESS REQUEST, IN FULL, AND RETURN THE EXCEL FORM TO BOTH kristina.k.morrow@usace.army.mil AND Andrew.a.cochran@usace.army.mil NO LATER THAN 22 NOVEMBER 2024 AT 1400 CET.

If your firm does not provide the base access request by this date, you will not be allowed to attend the conference and site visit. Additional information will be provided to all cleared firms no later than 06 December 2024. PLEASE NOTE firms are limited to THREE (3) personnel per firm due to space limitations. If more than three personnel are submitted only the first three will be submitted for base access.

ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about 2 December 2024. Final plans and specifications will be included with the solicitation.
