Industry Day Announcement Poznan Command and Control Facility (C2F) and Information Systems Facility (ISF)

The U.S. Army Corps of Engineers (USACE) Europe District intends to hold an Industry Day to present information regarding the Poznan Command and Control Facility (C2F) and Information Systems Facility (ISF) on June 4th 2024 from 1030-1330. Information presented will include: Instructions on proposal submittals; information regarding working with USACE; technical information regarding the project; and a walk of the site. All briefings will be presented in English with no translations.

IMPORTANT INFORMATION: In order to attend the briefing and walk the site, the attached Industry Day Sign Up document must be completed IN FULL for all attendees and submitted to Kris Morrow (kristina.k.morrow@usace.army.mil) NO LATER THAN 17 May 2024 at 1400 CEST. Space in the briefing room is limited, so depending on interest received, attendance may be limited to 2-4 individuals per firm.

LOCATION: Poznan, Poland (Camp Ko ciuszko, Pozna , Poland (Polish Army base formerly known as 14 WOG)). Presentations will be held at Building 28 South prior to doing a walk of the project site. The pedestrian access control point is located at Bukowska 34, 61-001 Pozna , Poland (52 24'31.1"N 16 53'42.3"E)

ACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone construction contract for the renovation of the northern half of Building 28 and a portion of the Building 1 basement to provide adequate and secure command and control administrative source for the US Army V Corps Headquarters (Forward). The work includes:

• Complete renovation of Building 28 North, all of Building 2, and a few basement rooms in Building 1. Renovations include major architectural, structural, electrical, mechanical, and telecommunications work.
• Fire pump/tank, Redundant power, elevator, building information systems, fire protection and alarm systems, telecommunications area core switch (ACS), area distribution switches (ADS), equipment access switches (EAS), Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection.
• Site development, utilities and connections, lighting, paving, walks, curbs and gutters, information systems, landscaping, and signage.
• Installation of security zones and administrative areas for special use space for a Joint Operations Center (JOC) and Open Storage Secret (OSS) area.
• Self-contained systems for heating and air conditioning

The anticipated magnitude of construction for this project is between $25,000,000 and $100,000,000.

DRAFT drawings are provided for information only and are subject to change prior to final solicitation release. If selected, the General Contract will be held to the ADVERTISED plans and specifications posted at time of solicitation, not the drawings provided for industry day.

10:30 AM: Meet at the front gate to be directed to Building 28 South

11:00-12:30 hours: USACE District Brief (Project Overview, Proposal Requirements, working with USACE)

12:30-13:30 hours: Site Walk

This is an unclassified event and will not be provided virtually, but a copy of the presentation slides will be provided via email after the event to participants.
