Background
The Federal Aviation Administration (FAA) Power Services Group (AJW-22) requires comprehensive design and installation services for power systems and ancillary equipment supporting National Airspace System (NAS) facilities.
This contract supports replacement, modification and new installations of power generation, distribution and control systems to ensure reliable mission-critical electrical power across FAA sites.

Work Details
Work includes program management, site surveys, design services, site preparation, installation, testing, Contractor Acceptance Inspection (CAI), as-built/redline documentation and one-year warranty of parts and labor.
Power systems and ancillary equipment include:
- Engine generators
- Fuel storage tanks
- Uninterruptible power supplies and batteries with monitoring systems
- Electrical distribution equipment (panels, switchgear, transformers, motor control centers)
- HVAC and equipment shelters
- Underground medium-voltage cable distribution (ELD)
- Fiber optic transmission systems (FOTS)
- Environmental monitoring subsystems
- Power/electrical control and monitoring systems, lightning protection, grounding, bonding, shielding
- Alternative energy systems and DC backup
Services are organized into three categories by complexity:
- Category 1: Small unstaffed facilities
- Category 2: Critical power distribution and larger facilities
- Category 3: Air Route Traffic Control Centers and large TRACONs
Tasks may be performed individually or in combination under task orders and include:
- Development of program plans, management reports, post-award conferences, technical interchange meetings
- Site surveys and preparation of design documents (architectural, structural, mechanical, electrical drawings and specifications)
- Civil and architectural modifications, quality assurance reviews, permits, licensed installation, construction schedules
- Equipment start-up, integrated system testing, safety and phasing planning, site security, travel coordination, final acceptance documentation

Period of Performance
Base period of two years from award, with two 18-month option periods exercisable at FAA’s discretion; task-order specific performance periods defined at issuance.

Place of Performance
NAS facilities throughout the United States and its territories, including:
- Unstaffed small sites
- Airports
- Terminal Radar Approach Control (TRACON) facilities
- Radar sites
- Air Traffic Control Towers
- Air Route Traffic Control Centers

Bidder Requirements
Small Business Set Aside – Partial (SBP).
Required qualifications:
- Appropriate federal, state and local licensing or certification for electrical power, fuel system and fuel tank installation and disposal
- Minimum one year of similar project experience for ELD work
- Minimum three years of similar project experience for FOTS work
Personnel requirements:
- Designate a Program Manager with at least five years of program management experience on similar scopes (not directly billed)
- Obtain FAA PIV credentials and Airport Authority badges for all personnel requiring facility or airport access
Additional requirements:
- Secure all applicable permits and carry required insurance
- Coordinate with utility and airport authorities
- Submit approved construction safety and phasing plans prior to on-site work
