This is a formal Request for Proposal (RFP) for the United States Special Operations Command (USSOCOM)'s Preservation of the Force and Families (POTFF) Program Support Indefinite Delivery Indefinite Quantity (IDIQ) contract.

This requirement is being solicited on a full and open competitive basis with no exclusions/set-asides. The requirement contains minimum mandatory requirements for Small Business subcontracting as outlined in RFP Section H.16. The Government contemplates award of a single IDIQ contract resulting from this solicitation, which will include issuing task orders on a Time and Material (T&M) basis. Offerors are required to submit proposals in accordance with the instructions outlined in Section L of the RFP.

Attached to this FBO notice is the Final RFP including all Attachments (4), Appendices (3), and Exhibits (1). Please read through the entire final RFP and attachments prior to submitting questions.

In addition to the RFP related documents, the Government is providing the additional 3 documents for informational purposes only as follows:

1. The document titled "POTFF Recompete_ROE_Incumbents" This document provides applicable Rules of Engagement (ROE), Non-Compete clauses, and Points of Contact for use during this competition and associated transition.

2. The responses to all questions received in response to the Draft RFP titled "Gov't Responses_Draft RFP"

3. The Contracting Officer's Organizational Conflict of Interest (OCI) Memorandum, titled "OCI Assessment MFR Signed"
Communications with anyone other than the Contracting Officer are prohibited. Those contractors interested in proposing as a prime contractor or teaming with a prime contractor on this effort must email their questions in writing to Jace Anders, Contracting Officer, jace.anders@socom.mil and Ashley Commiso, Contract Specialist, ashley.commiso@socom.mil If a question must be asked, utilize RFP Attachment 4 Q&A Template to summarize all questions. Oral requests (e.g. phone call) for information will be re-directed to provide email correspondence (using the Q&A Template), for documentation purposes. Individual responses to inquiries will not be provided. If it is necessary to include source selection sensitive information in the template, it must be marked appropriately in Column E of the Q&A Template.

All questions and answers (except those with source selection sensitive information) will be posted to FBO. Offerors may submit questions to the Contracting Officers at any time; however, questions received after 1430 Eastern Time on 17 April 2018 may not be answered prior to the solicitation closing date.
