Description

This is a Special Notice to announce the intent of the Mission Installation Contracting Command, Fort Liberty (MICC-FL), North Carolina's need to procure Post-wide Refuse Collection, Disposal, and Recycling Services in support of the Department of Public Works (DPW) without competition as prescribed in FAR 6.302-2, Unusual and Compelling Urgency and 13.501(a)(1)(iii), Special Documentation Requirements.

The proposed contract will manage Post-wide Refuse Collection, Disposal, and Recycling Services for Fort Liberty, North Carolina (NC). The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel and other items and non-personal services necessary to perform the full range of services in accordance with the Performance Work Statement (PWS), contractual stipulations to include all local, state, and federal regulations, except for those items specified as Government furnished property and services or acts of God.

This requirement is for an estimated 17,000 tons per year of Municipal Solid Waste collection, transportation, recycling, and the disposal thereof in designated licensed surrounding landfills. The service areas shall cover Fort Liberty, North Carolina, including the Special Forces Operations Training Facility, Smith Lake Travel Park, Simmons Army Airfield, Camp MacKall, the Airborne Special Operations Museum, and Linden oaks Housing Areas (excluding quarters).

Currently there is an Unusual and Compelling Urgency which precludes full and open competition, as a delay in award of a contact would result in serious injury, financial or other impediments, to the Government. Therefore, the plan to procure these services are IAW statutory authority 41 U.S.C. 3304(a)(2) pursuant to FAR 6.302-2 which permits other than full and open competition.

Full and open competition and delay in award of a contact would result in serious injury, financial or other, to the Government. Competitive procedures are an unacceptable risk to the health and welfare of our warfighters, dependents, and civilians. Additionally, trash travels caring harmful habitats, chemical pollutants, threatens aquatic life, and interferes with human health. Improper disposal can lead to adverse health outcomes, for example through water, soil, and air contamination. Hazardous waste or unsafe waste treatment directly harm waste warfighters, dependents, and civilians exposed to unsafe waste management. Vulnerable groups such as children are at increased risk of adverse health outcomes. Poor waste collection leads to environmental and marine pollution and can block water drains. Resulting flooding and other standing waters in waste items favour cholera and vector-borne diseases such as malaria and dengue. Ultimately improper waste management utopia for rats and mice. This current requirement is a one-time contract action to meet the urgent need of refuse services on Fort Liberty to prevent a break in service. This will be competed at a later date.

This announcement fulfills the synopsis requirements under FAR 5.203(a). MICC-Fort Liberty intends to publish a solicitation no sooner than five (5) days or less after the publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least five (5) days or less after the publication of this notice, the solicitation will be issued as sole source requirement.
